ORDINANCE NO. 44536

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southwest of 34th Avenue and Ames Avenue from LO-Limited Office District to R4-Single-Family Residential District (High Density).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 1, OMAHA NORTH STADIUM - YMCA, in Douglas County, Nebraska, is hereby rezoned from LO-Limited Office District to R4-Single-Family Residential District (High Density).

AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located southwest of 34th Avenue and Ames Avenue; and to provide for an effective date.

Summary: In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lots 1-2, OMAHA NORTH STADIUM - YMCA, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned to be included in and incorporated into the MCC--Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

Summary: In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lot 1, Mission Park, except portion taken for right-of-way; as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned to be included in and incorporated into the MCC--Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

AN ORDINANCE approving Amendment No. 1 to a Professional Services Agreement, initially approved by the City Council by Resolution No. 14 on January 14, 2025, with Lamp Rynearson, Inc. for a Utility Coordinator for the City of Omaha in an estimated amount of $51,749.25 for 2025 and $307,707.75 for 2026; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments according to actual usage, from a specific account; and to provide an effective date hereof.

AN ORDINANCE declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing N. 30th Street Retaining Wall Repair, project identified as OPW 54226; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.

ORDINANCE NO. 44542

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and N16 Housing Partners LLC, a Nebraska limited liability company, to implement the Chambers Court Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located south of 18th Street and Willis Avenue, which proposes a four phase redevelopment that encompasses eight (8) development sites in north Omaha, all in close proximity of each other, between north 16th and 18th Streets in the area of Burdette and Willis Streets. In total, the four (4) phases of the overall project will provide 205 mixed income affordable housing units, along with one commercial structure involving the rehabilitation of an existing 8,650 square foot historic building; the agreement authorizes the use of up to $4,776,056.00, which includes capitalized interest, in excess ad valorem taxes (TlF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve an Infor Global Professional Services Public Sector Work Order Form to migrate from Single Tenant Global HR and Lawson S3 Payroll to Multi-Tenant Global HR and Payroll at a cost of $1,105,880.00 which shall be paid over thirty-six months commencing in January of 2027; to approve an Order Form for a Subscription License and Services Agreement with Infor (US), LLC for a term of ten years with the annual subscription fee fixed at $561,014.35 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; to purchase new software at an annual subscription rate fixed at $12,670.00 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; to renew the software licenses at an annual subscription fee fixed at $30,177.68 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; to authorize the Finance Director to make payments in conformance therewith from General Fund, Fund 11111, General Expense, Org 119014; and to provide an effective date hereof.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on January 13, 2026, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:

AIR QUALITY CONTROL

NOTICE TO PUBLIC

 

Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Ready Mixed Concrete to renew the air emission operating permit for the concrete batch plant at 4765 S. 135th Street, Omaha. The potential emissions at this facility, in tons, will be: PM10 9.0 and PM2.5 9.0.

No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.

All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from December 31, 2025 to January 31, 2026. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position.  The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
