ADVERTISEMENT FOR BIDS

 

The City of Bennington, Nebraska, will receive sealed bids for construction of the Neumeyer Park Soccer Complex until 2:00 PM local time on August 18, 2026, at Bennington City Hall, 15505 Warehouse St, Bennington, NE 68007, at which time the bids will be publicly opened and read aloud in the City Council chambers.

The Project includes the construction of four new natural grass soccer fields and associated site improvements, including grading, sidewalks, street parking, parking lot, irrigation, turf grass, and landscaping. All required site development work shall be included under a single contract.

A pre-bid meeting will be held at 2:00 PM local time on August 4, 2026, at the project site located northwest of the intersection of N 156th St and Kempten Creek Dr, Bennington, NE. In the event of inclement weather, the meeting will be held at City Hall.

Bid Documents may be obtained in PDF format from JEO’s website at jeo.com for a nonrefundable fee of $30.00. One paper set of the Bid Documents is available upon receipt of a refundable $50.00 deposit if returned within 21 days after Notice of Award in reusable condition. Additional paper sets are available at the bidder’s expense. Mailed paper sets require a separate nonrefundable $15.00 shipping and handling fee.

Bids shall be accompanied by a Bid Bond payable to the City of Bennington in an amount not less than 5% of the Bid. If the successful bidder fails to execute the Contract and furnish the required bonds, the bid security shall be forfeited. Bids shall remain irrevocable for forty-five (45) days after the bid opening.

This Project is funded in part through FY 2024 Community Project Funding (CPF) through the U.S. Department of Housing and Urban Development (HUD). The Contract Documents include federal civil rights, equal opportunity, nondiscrimination, and Section 3 requirements applicable to this HUD-funded Project. Bidders shall comply with all applicable federal requirements incorporated into the Contract Documents.

In conformance with the requirements of Section 3 of the Housing and Community Development Act of 1968, to the greatest extent feasible, and consistent with existing Federal, state, and local laws and regulations, the subrecipient must ensure contracts for work awarded in connection with Section 3 projects are provided to business concerns that provide economic opportunities to Section 3 workers residing within the metropolitan area (or nonmetropolitan county) in which the project is located.

The Owner reserves the right to reject any or all bids and to waive informalities or irregularities in the bidding.

Ordinance No. 548 Amending the City of Bennington Zoning Map to include a CMD Clustered/Mixed Use Overlay District for Lot 1 Bennington Park Plaza which is being Platted as the Prairie Ridge Subdivision Lots 1-54 and Outlots A-G

City Attorney Jeff Miller explained the Overlay District for Prairie Ridge.

 

Motion by Bridgeford, second by Lee to introduce and waive three readings of Ordinance No. 548 AN ORDINANCE AMENDING THE ZONING MAP IN CITY OF BENNINGTON ORDINANCE NO. 460 FROM AN R-3 MEDIUM DENSITY RESIDENTIAL ZONING DISTRICT TO AN R-3 MEDIUM DENSITY RESIDENTIAL ZONING DISTRICT WITH A CMD CLUSTERED/MIXED USE OVERLAY DISTRICT FOR THE LAND CONSISTING OF LOT 1, BENNINGTON PARK PLAZA, THAT IS BEING PLATTED AS THE PRAIRIE RIDGE SUBDIVISION LOTS 1-54 AND OUTLOTS A-G. All voted in favor and the motion carried.

City Administrator Kevin Hand explained the increases in costs for both Environmental and Preliminary Engineering Services.

 

Motion by Bridgeford, second by Pekny to approve Resolution No. 2026-07 Supplemental Agreement with HDR Engineering Inc. for Environmental Services totaling $103,956.12.  All voted in favor and the motion carried.

 

Motion by Pekny, second by Bridgeford to approve Resolution No. 2026-08 Supplemental Agreement with HDR Engineering Inc. for Preliminary Engineering Services totaling $201,392.06.  All voted in favor and the motion carried.

City Engineer Julie Ogden explained the proposed projects.

 

Motion by Bridgeford, second by Pekny to approve Design and Construction Management Contract for an Asphalt Overlay on portions of Molley, Stark, Allen and North Second Street totaling $79,400.  All voted in favor and the motion carried.

 

Motion by Lee, second by Hamilton to approve Design and Bidding Contract for the pavement of Doug Nelson Youth Complex Road totaling $27,450.  All voted in favor and the motion carried.

Next steps include publishing notice and opening bids with an August or September contractor award.
