Notice is hereby given that the City Council of the City of Omaha met on June 17, 2025 and passed and approved the following ordinances:

 

ORDINANCE NO. 44284

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 209th and Blondo Streets from AG-Agricultural District to DR- Development Reserve District.                                                                                        

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlot A-E, Blondo Point, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to DR-Development Reserve District.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Cedar Street Apartments, LLC, a Nebraska limited liability company, to implement The Atrium Multifamily Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 7270 Cedar Street, which proposes the comprehensive rehabilitation of a damaged, vacant hotel building into 197 market rate residential apartment units; the agreement authorizes the use of up to $3,596,808.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

The building will contain 12 rental apartments when the rehabilitation is finished; the agreement authorizes the use of up to $241,850.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on July 1, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 3501 Farnam LLC, to implement the 3501 Farnam Apartments Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 3501 Farnam Street, which proposes the demolition of the former WOWT News station building and construction of a new four and five story residential building with 187 market rate apartment units; the agreement authorizes the use of up to $4,772,800.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance to approve a Professional Services Agreement between the City of Omaha and Thomas H. Warren Sr., LLC from June 10, 2025 to May 31, 2029;   Thomas H. Warren Sr., LLC will be compensated for professional services at a rate of $168,823.00 for year one, with such amount to increase by 3% per year; funding shall be from Fund: 11111 (General), Organization: 101011 (Mayor’s Office- Executive & Public Affairs), Account: 42239 (Professional Fees - Other); to authorize the Finance Director to make payments in conformance therewith.

 

An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Executive Office of the President, Office of National Drug Control Policy Grant Award #HID1425G0592-00 in the amount of $536,458.00 with no match, during the project period extending from January 1, 2025 to December 31, 2026 to support initiatives designed to implement the Strategy proposed by the Executive Board of the Midwest HIDTA including the Greater Omaha Safe Streets Taskforce, Omaha ATF Illegal Firearms Taskforce, Omaha DEA Drug Task Force, Omaha  Metro Drug Task Force, and Management and Coordination; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
