The regular meeting of the Board of Trustees of the Omaha Public Library will be held on Thursday, April 15, 2021 at 5:00 P.M. at the W. Dale Clark Main Library, 215 South 15th Street. Proposed agenda kept continually current is available in the Administrative Office at the W. Dale Clark Library and on the Library’s website at www.omahalibrary.org. The Board reserves the right to modify the agenda to include items of an emergency nature at said public meeting when convened. Requests for sign language interpreters or other alternative formats will require a minimum of 48 hours advance notice. Please contact the Administrative Office at (402) 444-4834 if arrangements need to be made.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on April 13, 2021, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance levying a special tax and assessment on certain lots, part of lots and pieces of real estate in the City of Omaha to cover the cost of constructing sidewalks – Group No. 2020-01.
An ordinance authorizing the issuance of a purchase order to D.P.C. Industries, Inc. in the amount of $733,600.00 for the purchase of Sodium Hypochlorite Bulk Shipments to be utilized at the Water Resource Recovery Facilities to be effective for a period of 12 months and is extendable for two one-year periods with approval of both parties; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance authorizing the issuance of a purchase order to Southern Ionics, in the amount of $472,500.00, for the purchase of sodium bisulfite to be utilized at the Water Resource Recovery Facilities to be effective for a period of 12 months and is extendable for two one-year periods with approval of both parties; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance to approve a three-year contract with Spectracom, Inc., dba River City Recycling, for receipt and disposal of rubbish delivered by residents of the City of Omaha, with an estimated annual cost of $50,000.00; to provide for payments involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments from a specific account.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Missouri River Omaha Flood Protection Project Phase III Improvements, project identified as OPW 52534; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 27LeavenworthOwner, LLC, to implement the 27Leavenworth Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2615 Leavenworth Street, 2612 Marcy Street, 819 South 27 Street and 815 South 27 Street, which proposes for the construction of a five (5) story apartment building with 134 units and includes 86 parking stalls in the structure plus 14 off-site parking stalls. The agreement authorizes the use of up to $1,877,712.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance approving the redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 3105 Leavenworth Street II, LLC, to implement the Leavenworth Point Commerce (TIF) Tax Increment Financing Redevelopment Project Plan, for the redevelopment project site located at 3105-3115 Leavenworth which proposes to renovate and lease 11,424 square feet of commercial, retail, and restaurant spaces with 42 onsite parking stalls and 13 parking stalls developed in the adjacent rights of way, and authorizes the City’s participation through the allocation of TIF in an amount up to $275,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement, between the City of Omaha and 2215 Q Street, LLC, to implement the 22Q Senior Housing redevelopment project site located at 2215 Q Street, which proposes the construction of a 40 unit, mixed income senior living apartment building with 42 off street parking stalls. The agreement authorizes the use of up to $450,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to add Sections 10-160 to 10-165, entitled “Economic Equity and Inclusion Plan” to Chapter 10 of the Omaha Municipal Code; to provide for rules and regulations for requiring an Economic Equity and Inclusion Plan for certain contracts in an amount of $500,000.00 or more and for certain professional services contracts in excess of $100,000.00; to create penalties for non-compliance.

The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, April 13, 2021, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened.
