PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on December 16, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to accept the bids from Alexander Lawn & Landscape Inc., Garret’s Lawn Service, and Nebraskas Best Lawn & Landscape for Grounds Maintenance for Rights of Way (ROW) for a term beginning April 1, 2026 through December 1, 2027, with the sole option by the City to extend the agreement for up to two (2) additional, separate one-year terms, for the 2028 and 2029 mowing seasons; and to accept price increases; providing for the payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956 as amended.
An ordinance approving Amendment No. 1 to a Professional Services Agreement, initially approved by the City Council by Resolution No. 14 on January 14, 2025, with Lamp Rynearson, Inc. for a Utility Coordinator for the City of Omaha in an estimated amount of $51,749.25 for 2025 and $307,707.75 for 2026; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments according to actual usage, from a specific account.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing N 30th Street Retaining Wall Repairs, project identified as OPW 54226; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and N16 Housing, LLC, to implement the Chambers Court Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located south of 18th Street and Willis Avenue, which proposes a four phase redevelopment that encompasses eight (8) development sites in north Omaha, all in close proximity of each other, between north 16th and 18th Streets in the area of Burdette and Willis Streets. In total, the four (4) phases of the overall project will provide 205 mixed income affordable housing units, along with one commercial structure involving the rehabilitation of an existing 8,650 square foot historic building; the agreement authorizes the use of up to $4,776,056.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to accept the bid award of Rick Faust Tennis Instruction, for more than one year, to serve as an independent contractor to provide tennis instruction services at the City’s Tennis Facilities, including Koch Tennis Center, Hanscom Indoor Tennis Center, and Dewey Courts.
An ordinance to approve an Infor Global Professional Services Public Sector Work Order Form to migrate from Single Tenant Global HR and Lawson S3 Payroll to Multi-Tenant Global HR and Payroll at a cost of $1,105,880.00 which shall be paid over thirty-six months commencing in January of 2027; to approve an Order Form for a Subscription License and Services Agreement with Infor (US), LLC for a term of ten years with the annual subscription fee fixed at $561,014.35 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; to purchase new software at an annual subscription rate fixed at $12,670.00 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; torenew the software licenses at an annual subscription fee fixed at $30,177.68 for the first three (3) years and with the fee increasing four (4) percent each year thereafter from year four to ten; to authorize the Finance Director to make payments in conformance therewith from General Fund, Fund 11111, General Expense, Org 119014.
An ordinance to amend Chapter 24, Article IV, and Chapter 43, Article I, Division 7, of the Omaha Municipal Code, by amending code provisions pertaining to technology and training fees.
An ordinance to approve an Agreement between the City of Omaha and Stryker Sales, LLC, for the initial purchase of EMS equipment, including Power-LOAD® Cot Fastener Systems, Power-PRO 2 Stretchers, and LUCAS 3.1 Chest Compression Systems, and a seven (7) year comprehensive ProCare maintenance service contract, including service for existing equipment, at a net one-time equipment cost of $1,645,690.80 with a recurring service cost totaling $858,151.15, for a grand total of $2,503,841.95; Stryker Sales, LLC, is acknowledged as a sole source vendor to ensure standardization across the Omaha Fire Department fleet; funding shall be provided from the Omaha Fire Department’s appropriations in the City Capital Improvement Fund 13112, Organization 131555; the Finance Department is authorized to make payments in accordance with the Agreement; and the Mayor of the City of Omaha is authorized to execute any further documents that may be necessary to implement this Agreement.
An ordinance to approve an Agreement between the City of Omaha and CentralSquare Technologies, LLC, to provide billing and collection services for intrusions/fire alarm registrations, false alarm billings, and monitoring company fines and fee billings, for a term of five years commencing on January 1, 2026; to authorize the Finance Director to make payments in conformance therewith from General Fund 11111, Organization 119014, Account 42239.
An ordinance to establish a hotel occupation tax reinvestment program; to define criteria for eligible hotel projects; to provide for review and approval by the City of Omaha’s hotel occupation tax program committee; to authorize the use of a portion of hotel occupation tax proceeds to reimburse eligible hotel project costs; to create a hotel workforce development program; to identify eligible costs.
An ordinance amending Omaha Municipal Code Section 19-706 entitled Use of Revenue.

OMAHA STREETCAR AUTHORITY
NOTICE TO PUBLIC
The Omaha Streetcar Authority will have a Meeting at 1:30 P.M. on Monday, December 15, 2025, in the Legislative Chambers of the Omaha/Douglas Civic Center, 1819 Farnam Street in Omaha, Nebraska, for the purpose of discussing the agenda items and briefing and discussion of public business. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Authority shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened.
