Call to Order - Roll Call – Open Meetings Act
Mayor Clint Adams called the regular monthly meeting to order at 6:00 p.m. on Tuesday, October 14, 2025. In attendance were City Council Members Kaye Bridgeford, Rob Hamilton, and Adam Lee. Council Member Shane Pekny was absent. City Clerk Mindi Laaker identified the Open Meetings Act location that is available to the public.

Motion by Bridgeford, second by Lee to approve the Consent Agenda. All voted in favor and the motion carried.
Consideration of a Conditional Use Permit allowing for a Hair Salon in a Downtown Commercial District Zoning (C-3) located at 15414 Warehouse Street – Apt. 4
City Engineer Julie Ogden and Applicant Karey Oltjenbruns presented the Hair Salon as a Conditional Use.
Adams opened a public hearing and there were no comments.
Motion by Bridgeford, second by Hamilton to approve the conditional use with the conditions recommended in the City Engineer’s comment letter. All voted in favor and the motion carried.
Consideration of Applicant Cydell White Jr. to the Planning Commission Vacancy for a Two-Year Term
Motion by Lee, second by Bridgeford to approve the appointment as presented. All voted in favor and the motion carried.
Master Agreement for Communications Cable and Facilities in Public Rights-Of-Way with Metro Fibernet, LLC, dba Metronet
City Attorney Jeff Miller and Metronet Representative Jill Cordes presented the process for providing fiber optic internet to the City.
Motion by Lee, second by Hamilton to approve the agreement as presented. All voted in favor and the motion carried.
Engineering Agreement for Design, Bidding and Construction Services on Sanitary Sewer Lining on Stark, Molley and Allen Streets and Storm Sewer Lining in Bennington Park West
City Engineer Julie Ogden presented the plan to accept bids in January with construction to follow in 2026.
Motion by Bridgeford, second by Lee to approve the agreement as presented. All voted in favor and the motion carried.
Douglas County Engineer Request for Rainwood Road Excess Right-of-Way Vacation
City Engineer Julie Ogden presented a request by Douglas County for City Council approval of the vacation of Rainwood Road excess right-of-way.
Motion by Bridgeford, second by Lee to approve the vacation as requested. All voted in favor and the motion carried.
Ordinance No. 546 Approving 2026 Sewer Rate Increases
City Engineer Julie Ogden reviewed the updated sewer revenues and expenses and rate increases.
Motion by Lee, second by Hamilton to introduce and approve the first reading of Ordinance No. 546 AN ORDINANCE AMENDING SECTION 6-202 OF THE CITY OF BENNINGTON’S MUNICIPAL CODE AS ENACTED IN CITY OF BENNINGTON ORDINANCE NO. 526 REGARDING SANITARY SEWER USE RATES AND COLLECTIONS. All voted in favor and the motion carried.
Ordinance No. 545 Salary Update
Adjustments were made to miscellaneous titles and salary ranges.
Motion by Bridgeford, second by Lee to introduce and waive three readings of Ordinance No. 545 AN ORDINANCE OF THE CITY OF BENNINGTON, DOUGLAS COUNTY, NEBRASKA, RELATING TO AND AMENDING THE SALARIES AND INSURANCE BENEFITS OF THE EMPLOYEES OF THE CITY OF BENNINGTON, NEBRASKA. All voted in favor and the motion carried.
Motion by Bridgeford, second by Lee to approve and adopt Ordinance No. 545. All voted in favor and the motion carried.
Public Works Building
Motion by Bridgeford, second by Hamilton to approve Pay Application #5 to Darland totaling $407,398.00. All voted in favor and the motion carried.
Motion by Bridgeford, second by Lee to approve Change Order #6 totaling $11,993.30 for utilities affiliated with the Hotsy equipment, sink and water. All voted in favor and the motion carried.
Motion by Bridgeford, second by Lee to approve a Hotsy Equipment Quote #4709 totaling $12,200. All voted in favor and the motion carried.
Traffic Study for Traffic Signal Changes at 156th Street and Bennington Road
Traffic Study findings warrant a turn signal for the northbound lane. The study will be submitted to the City of Omaha for installation of equipment.
Neumeyer Farm Park Phase ll Update
Site plans and alternates were distributed to Council Members for review.
Library Report
Luminarium passes are now available on line.
Police Report
The COPS Hiring Program Grant from the U.S. Department of Justice has awarded the City of Bennington $125,000 to support our School Resource Officer program.

All monthly reports are on file in the City Office.
Executive Session for Strategy Discussions with City Attorney regarding Contract Negotiations
Motion by Bridgeford, second by Lee to go into Executive Session for contract negotiation discussions with City Attorney at 7:19 p.m. All voted in favor and the motion carried.
Motion by Bridgeford, second by Lee to come out of Executive Session for contract negotiation discussions with City Attorney at 7:35 p.m. All voted in favor and the motion carried.
