Call to Order - Roll Call – Open Meetings Act

Mayor Clint Adams called the regular monthly meeting to order at 6:00 p.m. on Monday, December 8, 2025.  In attendance were City Council Members Kaye Bridgeford, Adam Lee, and Shane Pekny.  Member Rob Hamilton was absent.  City Clerk Mindi Laaker identified the Open Meetings Act location that is available to the public.

Motion by Pekny, second by Bridgeford to approve the Consent Agenda.  All voted in favor and the motion carried.

 

Election of Council President

Motion by Pekny, second by Lee to nominate and approve Kaye Bridgeford as Council President.  All voted in favor and the motion carried.

 

Approval of Appointments

B.  2026 City Engineer JEO Consulting Group

C.  Health & Safety Commissioners Kaye Bridgeford - Adam Lee

D.  Street & Park Commissioners, Shane Pekny - Rob Hamilton

 

Motion by Bridgeford, second by Lee to approve appointments as presented.  All voted in favor and the motion carried.

 

Amendment #2 to the Wastewater Service Agreement with the City of Omaha

The amendment provides for a sewer connection by the Morgan Ridge Subdivision.

 

Motion by Bridgeford, second by Pekny to approve the agreement.  All voted in favor and the motion carried.

 

Nebraska Department of Transportation 2026 Agreement Renewal Highway 36 Snow Removal totaling $3,546.40

A.  2025 Certificate of Compliance

B.  2026 Agreement Renewal

 

Motion by Lee, second by Bridgeford to approve Items A-B above.  All voted in favor and the motion carried.

 

Public Works Building

Motion by Bridgeford, second by Pekny to approve Pay Application #7 to Darland totaling $160,628.85.  All voted in favor and the motion carried.

 

Neumeyer Farm Park Phase 2 Update

60% Plans include 4 fields, sidewalks, parking, sod, irrigation, storm sewer, and grading.  All plans are part of the HUD Economic Development Initiative – Community Project Funding Grant.

 

Motion by Pekny, second by Lee to approve JEO Consulting Final Design and Bidding Amendment totaling $60,000. All voted in favor and the motion carried.

 

Library, Police, Public Works, Office and Project Tracker Reports

All monthly reports are on file in the City Office.

 

Public Works Report

Caleb Dean and Tim Schuman with the Bennington Baseball Club presented estimates for placing a Batter’s Eye on Lynn R. Preuss Field.

Motion by Bridgeford, second by Lee to adjourn the meeting at 6:35 p.m. All voted in favor and the motion carried.

Notice is hereby given that on Monday, January 12, 2026, a meeting of the City Council of the City of Bennington will be held at 6:00 p.m. The agenda, kept continuously current, is available for public inspection at the office of the City Clerk during normal business hours.  As part of the meeting, notice is hereby given that a public hearing will be held for the purpose of:

 

Consideration of a Revised Final Plat in a Highway Commercial Zoning District for a 27.85 acre development known as Rainwood Square located at 10102 N. 156th Street.
