NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, October 19, 2021, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 19, 2021, beginning at 2:00 P.M. in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the 5B Street Project, Monroe Street, 13th Street to Terminus, identified as OPW 53946; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance to transfer a permanent easement in land to Metropolitan Utilities District of Omaha, for purposes of relocating facilities, and appurtenances thereto, upon City-owned property located on the NW corner of N 11th Street and E Locust Street; to authorize the Mayor to execute the attached Right-of-Way Easement.
An ordinance levying a special tax assessment for condemned buildings or structures in accordance with Section 48-93 of the Omaha Municipal Code on certain lots in the City of Omaha, Group No. 2021-01.
An ordinance to approve an Agreement between the City of Omaha and the Elkhorn Public Schools for the City to provide, through its assignment, one Associate School Resource Officer and a marked police cruiser, subject to the availability of such cruiser and Elkhorn’s needs, to the Elkhorn Public Schools at a specifically designated location, involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter, to perform police work at the District property twenty (20) hours per week while school is in session during the regular school year, from the first day of the semester of August, 2021 and ending at the close of the 2021 – 2022 school year; reimbursement from the Elkhorn Public Schools to the City will be in the amount of $35.00 per hour for the officer, not to exceed $27,451.00.
An ordinance to approve an Agreement between the City of Omaha and the Millard Public Schools for the City to provide, through its assignment, up to four Associate School Resource Officers, one Canine Associate School Resource Officer, and marked police cruisers, subject to the availability of such cruisers and the School District’s needs, to specifically designated locations, involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter, to perform police work at the District property twenty-eight (28) hours(or less) per week while school is in session during the regular school year, and twenty-eight (28) hours per week while school is in session during the regular school year for the Canine Associate SRO, from the first day of the semester of August, 2021 and ending at the close of the 2021 – 2022 school year. The reimbursement payment from the Millard Public Schools to the City will be in the amount of $35.00 per hour for each officer; and $40.00 per hour for the canine officer; and $5.00 per day for the canine officer when school is not in session (summer break).
An ordinance to approve a five-year UFED (Universal Forensic Extraction Device) Premium Agreement with Cellebrite, Inc., approving the purchase of the UFED Premium Unlimited Package, which includes the software license, necessary hardware, and training during the five years for the Digital Forensics Squad; involving payment from the City of Omaha from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; with payment in the amount of $194,500.00 to be made from the Omaha Police Foundation, Fund 12117, Organization 124035, Account 42266 Information Technology Contracted; and in the amount of $192,510.00 from Equitable Sharing Fund 17121, Organization 177771, Project 6495, Award 100858, Task F.1, Account 42266 Information Technology Contracted.
An ordinance to approve a Service Contract, involving the payment of funds from appropriations of more than one (1) year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, between the City of Omaha and Deloitte & Touche LLP; to provide services related to the development, review and reporting of the expenditure of federal funds known as the Coronavirus State and Local Fiscal Recovery Fund as a result of the American Rescue Act of 2021 (ARPA); in the amount not to exceed $250,000.00 for Task Order 1 in accordance with such Agreement with such funds to be paid from the ARPA Funds.
An ordinance to amend Omaha Municipal Code Chapter 43, Article IX, Contractors; changing the contractor licensing requirements for CEU’s; adding a penalty fee for late renewals.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “B” Flammable Liquids Storage District to be known as District No. B-209 at 8601 North 117th Street, as requested by R & L Carriers.
An ordinance authorizing and directing an issue of general obligation and refunding bonds of the City of Omaha, Nebraska in the aggregate principal amount of not to exceed $168,400,000 to be termed for identification purposes “Various Purpose and Refunding Bonds, Tax-Exempt Series 2021A” and “General Obligation Refunding Bonds, Taxable Series 2021B,” respectively; prescribing the form of said bonds; authorizing the sale of said bonds by negotiation; designating for defeasance and/or redemption certain bonded indebtedness of the City of Omaha and certain sanitary and improvement districts annexed by the City of Omaha, Nebraska; directing the Finance Department to give notices of such defeasance and redemption, as applicable; directing the preparation of a transcript of proceedings authorizing the issuance, sale and delivery of said bonds; appointing an Escrow Agent, a Paying Agent and Registrar; approving the selections of an underwriter and an escrow verification agent; directing that said bonds shall initially be issued and registered in bookentry form; providing for continuing disclosure; delegating authority to an Authorized Officer to determine the final prices, interest rates, principal amounts and redemption provisions for said bonds; and providing for the effective date thereof.
