Sealed bids will be received until 2:00 p.m. Central Time, May 21st, 2026, and then publicly opened and read at the Airport Authority Office, 1519 East Hartman Court, Omaha, Nebraska, for furnishing all labor, materials and equipment and performing all work necessary for construction of LOCUST STREET PUMP STATION IMPROVEMENTS, AIP 3-31-0062-090.

Project Description: The anticipated work includes replacement and enhancement of five diesel fueled engine driven propeller pumps for storm water conveyance at the Locust St Pump Station. The diesel engines will be removed and replaced with electric drive motors and the storm water propeller pumps will be rehabilitated. The project also includes the construction of a new electrical building, installation of a new emergency backup generator, and other miscellaneous work.

A non-mandatory prebid conference for this project will be held on May 14th, 2026 at 2:00 p.m. at the Omaha Airport Authority offices and will be followed by a site inspection. Additional site inspections may be arranged, but only by appointment before the visit. Prequalification of Bidders. Contractor must have more than five (5) years of similar construction experience.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to Omaha Airport Authority.

The successful bidder will be required to furnish SEPARATE Performance and Payment bonds—each equal to one hundred percent (100%) of the Contract.

Bids may be held by the Omaha Airport Authority until 90 days after the bid opening date for the purpose of evaluating bids prior to award of contract.

The successful bidder will have to work in the security controlled area of the Airport. Key person/supervisors must be able to obtain an appropriate Airport Identification Badge. An unlawful entry to parts of the airport is a criminal offense. Prospective bidders need to be aware of this requirement in bidding this project.

The right is reserved by the Omaha Airport Authority to delay or cancel the bid opening, to reject any and all bids, and to waive any informality in the bids received. Only prequalified bidder’s bids will be opened.

This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 0.00 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.

Title VI Solicitation Notice: The Omaha Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.

The project is subject to 29 CFR Part 201, et seq, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in full text. The Contractor shall comply with FLSA minimum wage, overtime pay, recordkeeping, and child labor standards for full and part-time workers.

The Contractor certifies that they are aware of and comply with relevant Federal statutes and regulations, including those from the Federal Aviation Administration (FAA), for operating unmanned aircraft systems (UAS) in accordance, and in compliance with all related requirements in the FAA Reauthorization Act of 2024 (Public Law 118-63), section 936 (49 U.S.C. § 44801 note).
