MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION OF DOUGLAS COUNTY

Monday, October 14, 2024
The regular meeting of the Board of Education, District #15, in the County of Douglas, in the State of Nebraska, was convened in open and public session on Monday, October 14, 2024 at the Central Office Board Room, 401 South Pine Street, Valley, NE 68064-0378.
Following public notification procedures approved by the Board of Education, February 14, 2011, in adherence to 84-1411, notice of the meeting was given in advance thereof by posting such Notice on the exterior front door of the high school, elementary school, middle school, Valley City Hall, First Nebraska Bank, and Foundation One Bank. Notice of the meeting was simultaneously given to all members of the Board of Education. Availability of the agenda was communicated in advance notice and in the notice to the Board of Education of the meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

1. Call to Order
The agenda, listing items for consideration by the Board, is on file in the Superintendent’s office. Other matters may come before the Board and the Board has the right to modify the agenda before the meeting.
President - “As I call the meeting to order I wish to inform everyone present that a current copy of the Open Meetings Act is posted on the back wall of the Board Room for your review at any time.”

6.1. Building and Grounds Update Sports Complex Project Update:
Dr. Poloncic shared with the board the partially completed bid tabs sheet from MCL. The completed version will be shared again in November.
Playground Purchase, Board Discussion:
The PTSA and the Foundation have both committed substantial donations to the playground purchase. The PTSA is also looking into additional funding through grants. With the current bid of approximately $261,000.00, the Board commitment of $150,000 and the commitment of the PTSA and the Foundation, there is still a shortfall of approximately $50,000. The Board requested thatDr. Poloncic ask the PTSA about the value of the grants they are looking at. That information will be presented at the next month’s meeting and discussion will continue on the movement toward approval for this project.
7. New Business
7.1. Option Enrollment Resolution for the 2025-2026 School Year
Per Board Policy 5006, the Board will pass a resolution prior to October 15th of each school year to declare a program or class unavailable for the next school year to option students due to lack of capacity. This resolution may be passed again prior to option enrollment acceptance in March 2025.
The administrative team recommended the proposed capacity guidelines for the 2025-2026 school year based upon current staff and facility capacity.

7.2. Second Reading of Updated Policy 5205 Graduation
Second reading of Board policy 5205; discuss, consider, and take action to adopt said policy.
Motion to approve updated Policy 5205 as presented and to repeal and rescind all existing Board policies that pertain to the same matters or that are otherwise conflicting, including without limitation existing policies Passed with a motion by Bill Koile and a second by Kelly Hinrichs.

7.3. Approve Certificated Resignation
Katie Bents, School Nurse, has requested resignation on Friday, December 13, 2024, due to the upcoming arrival of her second child. It was recommended that the Board approve her resignation pending the hiring of a suitable replacement for the position.

• High School Spring Musical Pit Director (Odd Years Only)

7.5. Lease Renewal Confirmation Resolution 2024
Per our lease agreement with the Nebraska Educational Building Association (NEBA), the Board will annually confirm a resolution for the renewal of the term of the lease for a new seven-year term commencing on November 1, 2024.
This will be an annual action by the Board of Education before October 15th of each year.
