OF THE VALLEY CITY COUNCIL
Mayor Grove called the meeting to order at 7:00 p.m. on December 10, 2024. Present were Mayor Grove, Council Members, Batcher, Lewis, TenEyck, and Ueckert. Also present: City Attorneys Jeff Farnham and Andrea Griffin, City Administrator Cameron Gales, Clerk Christie Donnermeyer, Building Inspector Rune van den Boogaart, Treasurer Lori Sorensen, and Utility Clerk Kindra Smith. Mayor Grove noted the location of the open meetings act, and stated one copy of all reproducible written material to be discussed at this meeting is available for examination or copying. Visitors/correspondence Desiree Katsampes inquired about K9 Sonic. City Attorney Farnham addressed council with a prepared statement regarding K9 Sonic. Unanimously approved the agenda. Unanimously accept the election results as presented. Mayor Grove presented the following council members with plaques for their years of service on the council: Chris TenEyck and Bryon Ueckert. Oaths of officer were administered to the following: re-elected Mayor Cindy Grove; elected council members Jake Lewis and Melanie Hayden. Unanimously approved the agenda. John Batcher was elected as council president. Approved the following appointments for one month City Administrator Cameron Gales; City Clerk Christie Donnermeyer; City Treasurer Lori Sorensen; Police Chief Bobby Martinez; Public Works Superintendent Doug Eggen; City Attorney(s) Farnham & Griffin PC, LLO; City Street Superintendent Gregory E. Perry, PE; and City Engineer Eagle Engineering Group LLC. Second Reading of Ordinance No. 826 annexation of Still Water Lake. Unanimously approved the alternate method for the determination of the capital facility fees for water and wastewater for D C West Athletic Complex. Unanimously passed and adopted Resolution No. 2024-58 emergency contractor list. Unanimously passed and adopted Resolution No. 2024-59 establishing a TIF committee. Passed and adopted Ordinance No. 827 change of zoning for D C West Parcel from I-3 General Industrial to C-3 Highway Business. Unanimously passed and adopted Resolution No. 2024-60 conditional use permit for a private kennel request of Jeane Mauseth. Unanimously passed and adopted Ordinance No. 828 water and wastewater rates. Unanimously passed and adopted Ordinance No. 829 salaries of the employees of the City of Valley. PeopleService report from Mike Adair updating and working on meters and cleaning lift stations in anticipation of winter, changing out non-reading meters, lifespan of meters is 10-15 years. City Engineer report unanimously approved advertising for bids for Ginger Cove Bridge repainting project. Status provided regarding Val-haven and Ginger Woods lift station improvements, water treatment expansion, Valley Lakes Business park, and FY2025 street projects. City Attorney Farnham status provided on Catalina project, LB1197, Valley Lakes Business Park, personnel matters, and meetings with new council members to bring them up to speed on current projects. Unanimously approved a 3% wage increase for city employees. No report from the Mayor. Unanimously moved to adjourn.
