The Ralston City Council met in regular session on Tuesday, August 1, 2023 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Council members Brousek, Kavanaugh, Acting President of the Council Preis, Kjar and Fideline. Absent: Mayor Groesser and Krause.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Acting President of the Council Preis welcomed the press and guests. Preis said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from July 18, 2023 Council Meeting; Approval of Claims; Liberty First Credit Union Arena Financial Statements for period ending June 30, 2023;
Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Preis, Kavanaugh, Brousek, Kjar and Fideline. Nay: None. Absent: Krause. Motion carried.
Freshman stated that he ordered the 2018 Fuel Gas Code and changes will be brought to council in the future. Work continues on the LOMAR-F for the arena. Dittmer distributed his monthly report. Arena project is complete. Team is continuing their work filling pot holes. Leonardo gave the departments July traffic update. Peña reported that the summer reading program has ended. Lots of events occurred in July. Krajewski reported on upcoming shows at the arena stating that many are planned with high tickets sales. Engberg stated that a few additional violation letters have gone out due to tree removal and fence issues. Engberg reported that she has been working with SMARTGOV on enhancements that are saving the city money. Hoppe reported that he is working with Lynn Johnson on a few projects moving forward.
Acting President of the Council Preis opened consideration of approval of emergency purchase of Compressor for Ralston Fire Department for a total of $80,317.00. Moved and seconded approval of emergency purchase of Compressor for Ralston Fire Department for a total of $80,317.00. Aye: Preis, Kavanaugh, Brousek, Kjar and Fideline. Nay: None. Absent: Krause. Motion carried.
Brousek introduced Resolution 2023-07.
Kelly read resolution 2023-07 by title only: RESOLUTION FOR THE LEAGUE ASSOCIATION OF RISK MANAGEMENT (LARM) PARTICIPATION DISCOUNT CONTRIBUTION PLAN Kavanaugh moved and Fideline seconded to approve Resolution 2023-07. Aye: Brousek, Fideline, Kavanaugh, Preis and Kjar. Nay: None. Absent: Krause. Motion carried.

There being no further business to come before the Council, the meeting adjourned to the budget work session at 5:50 PM. The next meeting is Tuesday, August 15, 2023 at 5:30 PM.

The Ralston City Council met in special session on Tuesday, August 1, 2023 at 5:50 PM at Ralston City Hall. Roll was called with the following present: Council members Brousek, Kavanaugh, Acting President of the Council Preis, Kjar and Fideline. Absent: Mayor Groesser and Krause.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record.
Acting President of the Council Preis said the meeting is subject to the Nebraska Open Meetings Act and a copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Acting President of the Council Preis said the purpose of this meeting is to conduct the 2023-2024 Fiscal Year Budget Review.
Bohling gave a presentation on the progress, challenges and opportunities with regard to the 2023-2024 Ralston City budget. Bohling gave a brief presentation as the budget has been talked about in depth in small group sessions. He went through the Budget summary. Hoppe reviewed the CIP.
There being no further business to come before the Council, the work session was adjourned at 6:36 PM. Next regular City Council meeting will be held on Tuesday, August 15, 2023 at 5:30 PM. Next budget work session, if needed, will be held immediately after the City Council meeting on Tuesday, August 15, 2023.

INVITATION TO BID
Sealed Proposals for the construction of “Ralston Multi-Year On Call Street Patching,” JEO Project No. 181714, will be received by the City Clerk at 5500 S 77th Street, Ralston, NE 68127 until 1:00 p.m. on the 13th day of September, 2023 and thereafter be read aloud.
The work is generally described as follows: On-Call annual contract to perform routine and emergency concrete pavement repairs on various street across the city. The agreement will be renewed annually for up to five (5) years with the negotiation of pricing for the work in this qualification request.
Proposals will include contractor qualifications and unit prices for construction work for both routine and emergency work.
All Proposals for said construction work must be made on blanks furnished by the City and must be accompanied by a Bid Deposit of $10,000. Bid Security to be made payable to the Treasurer of the City of Ralston as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith. Bid Securities will be returned to unsuccessful bidders.
Copies of the contract documents are on file with the City of Ralston for examination by bidders. A complementary set of bid documents is available via email by requesting them from the city clerk at mkelly@cityofralston.com. A paper set of project documents is available for a non-refundable price of $20.00 per set. Please send your check payable to the City of Ralston at 5500 S77th Street, Ralston, NE 68127. In order to bid the project, the contract documents must be issued directly by the City of Ralston to the bidder.
The Owner reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the Owner, and also reserves the right to reject any and/or all bids.
