The Ralston City Council met in regular session on Tuesday, March 19, 2024 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Absent: None.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Pastor Jim Haack, Ralston Beautiful Savior Lutheran Church gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from March 5th Council Meeting; Approval of Claims; Financial Statements – February 29, 2024; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Dittmer distributed his report noting they are busy with spring cleanup. The team is concentrating on the parks and continuing their work with the sanitary sewers. Bohling reported that on March 25th Standard and Poor’s (S & P) will be reviewing our bond rating. Leonardo reported that he has made a conditional offer for a police officer position. Utterback reported fifty-two calls during the month of February. Utterback noted the department will be issuing a burn ban on and off again as the weather changes. Schulz reported that the arena is staying busy with their events. She reported that seven thousand people visited the arena this past weekend. Roeder reported cleanup day is April 27th. Registration for Independence Day is on the website. Roeder reported finalizing the Tunes events while noting that yoga on the green will be coming back. Hoppe reported we are far enough along in the Hinge project between what is developed at the granary, the expected project at Hill Crest, the RFP with Lockwood, and the progress with Burlington extension with the sewer, it is time to sit down and discuss the master plan. Hoppe noted he has been in contact with HDR. This will be something the Planning Commission and City Council will play a strong role in. Hoppe noted that Oakview’s contract is expiring in September. They have sent over a proposal that is in the process of being reviewed and will eventually be taken to City Council.
Chris Lindner, Audit Partner with FORVIS gave an annual report for fiscal year ending September 30, 2023.
Kavanaugh introduced Ordinance No 1327. Kelly Ryan read Ordinance No. 1327 by title only: AN ORDINANCE ADDING ARTICLE X, SECTION 9-1001 TO THE RALSTON MUNICIPAL CODE TO ADOPT THE 2018 INTERNATIONAL FUEL GAS CODE; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.
Mayor Groesser opened the public hearing and third reading of Ordinance No. 1327 at 6:06 PM. There being no further discussion, Mayor Groesser closed the Public Hearing at 6:06 PM Moved and seconded to approve Ordinance No. 1327 on third reading. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Mayor Groesser opened discussion to accept the audit for fiscal year ending September 30, 2023. There being no discussion, moved and seconded to accept the audit for fiscal year ending September 30, 2023. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Public Comment: None. Council Comment: None. There being no further business to come before the Council, the meeting adjourned at 6:07 PM. The next meeting is Tuesday, April 2, 2024 at 5:30 PM.
