Regular Meeting Minutes
Tuesday, January 18, 2022
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, January 18, 2022 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Kavanaugh, Sanchez, Krause, Fideline and Preis. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Pastor Jim Haack, Beautiful Savior Lutheran Church, gave the invocation. Mayor Groesser welcomed the press and guests. Mayor Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of Council Minutes from January 4, 2022 regular Council Meeting; Claims; Monthly Financial Statements December 2021; Ralston Arena Financial Statements for period ending November 30, 2021; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kavanaugh, Preis, Sanchez, Fideline and Krause. Nay: None. Absent: None. Motion carried.
Freshman reported that the Hinge Flats are progressing well and The Granary is heavily under construction.
Dittmer reported that they had seven calls that came in over the weekend due to the snow fall. Two were compliments to the Streets Department. Everything was addressed and, over all, everything went well. Dittmer clarified that a snow emergency was not declared.
Leonardo updated the Council that there are eight speed signs throughout the city, a few are in school zones. Leonardo announced that the police department has a new cruiser that is the first of its kind for the City of Ralston.
Peña complimented and thanked the Public Works Department for their assistance this past week. Peña also thanked the Police Department for their work reporting on the graffiti in Wildewood park story walk.
Krajewski reported that there are several events coming up at the Arena. Liberty First Credit Union signage will soon be placed on the Arena and it is hoped to have the new signage up in March.
Mayor Groesser opened discussion of leasing vehicles for Public Works Utilities. Bohling stated that they are looking at a plan with Enterprise to see how to upgrade these vehicles making the work more efficient.
Hoppe indicated the reason they are looking at leasing through Enterprise is they offer incredibly low-cost vehicles. The vehicles can eventually be sold for more than leased. Enterprise offers good discounts which makes this possible.
Brousek introduced Ordinance No. 1299. Kelly read Ordinance No. 1299 by title only: AN ORDINANCE AMENDING CHAPTER 5, SECTIONS 624, 626 AND 627 OF THE RALSTON MUNICIPAL CODE DEALING WITH PARKING - SNOW ROUTES; TO REPEAL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.
Moved and seconded to remove Ordinance 1298 from the table. On roll call vote, the following votes were recorded on the electronic voting board. Aye: Brousek, Kavanaugh, Preis, Sanchez, Fideline and Krause. Nay: None. Absent: None. Motion carried.
Kavanaugh introduced Ordinance No. 1298. Kelly read Ordinance No. 1298 by title only: AN ORDINANCE AMENDING SECTIONS OF ARTICLE 2 AND ARTICLE 5 OF CHAPTER 6 OF THE RALSTON MUNICIPAL CODE; ADDING A NEW ARTICLE 12, CHAPTER 6, REGULATION OF MINI-PIGS TO THE RALSTON MUNICIPAL CODE; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to approve Change Order #1 to the Ralston Arena Paving Contract for additional sidewalk/curb ramp work in the amount of $41,900.00. Aye: Brousek, Kavanaugh, Preis, Sanchez, Fideline and Krause. Nay: None. Absent: None. Motion carried.
Moved and seconded to approve Change Order #2 to the Ralston Arena Paving Contract for additional crushed rock and pipe under drain in the amount of $52,363.20. Aye: Brousek, Kavanaugh, Preis, Sanchez, Fideline and Krause. Nay: None. Absent: None. Motion carried
Public comment: George Sevick, 8001 Main Street, is concerned about the high property tax percentages in the City of Ralston.
Council comment: Brousek commented that he is hearing from some residents that others are not taking very good care of their properties. Brousek stated he would like to see the Council do something about this. Ficenec mentioned that Deputy Police Chief, Bryan Hanson, does enforce these things and the police department is working on the issue so that police can take more action. Preis reminded everyone that the Arena is now called Liberty First Credit Union and we all need to start referring to the Arena in that regard.
There being no further business to come before the Council, the meeting adjourned at 6:18 P.M.
The next regular meeting is Tuesday, February 1, 2022 at 5:30 PM.
