Regular Meeting Minutes
Tuesday, January 4, 2022
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, January 4, 2022 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Council President Krause, Council members Brousek, Kavanaugh, and Preis. Mayor Groesser and Council members Sanchez and Fideline were absent. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Pastor Greg Berger, Messiah Lutheran Church, gave the invocation. Council President Krause welcomed the press and guests. Krause said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Reviewed the following items under the consent agenda. Minutes from the December 21, 2021 regular City Council meeting; Claims; and Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kavanaugh, Preis and Krause. Nay: None. Absent: Sanchez and Fideline. Motion carried.
Hoppe thanked Dittmer’s and Leonardo’s teams for their work over the holiday weekend in regards to Holiday Magic. There has been some success with the text my gov application and about 300 people have signed up for the snow notification feature.
Kavanaugh introduced Ordinance No. 1298. Kelly read Ordinance No. 1298 by title only: AN ORDINANCE AMENDING SECTIONS OF ARTICLE 2 AND ARTICLE 5 OF CHAPTER 6 OF THE RALSTON MUNICIPAL CODE; ADDING A NEW ARTICLE 12, CHAPTER 6, REGULATION OF MINI-PIGS TO THE RALSTON MUNICIPAL CODE; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.
George Sevick, 8001 Main Street, spoke against changing the Ordinance. Cassandra Steinmark, 7756 Main Street, spoke in favor of the Ordinance. She has spoken at the City Council meetings several times. Kevin is a mini-pig which falls into the definition of what a domestic animal is. Cloe Hammel, 5115 S. 79th Ave. spoke in favor of the Ordinance.
Moved and seconded to table Ordinance No. 1298 to the January 18, 2022 meeting. Aye: Brousek, Kavanaugh, Preis and Krause. Nay: None. Absent: Sanchez and Fideline. Motion carried.
Moved and seconded to approve the MOU between Nebraska Department of Transportation, City of Ralston, City of La Vista, City of Omaha and City of Papillion for Operations and Maintenance of the Adaptive Signal Control Technology System along the 84th Street Corridor. Aye: Brousek, Kavanaugh, Preis and Krause. Nay: None. Absent: Sanchez and Fideline. Motion carried.
Moved and seconded to appoint Daniel Freshman, Class B, License S-1136, as an employed street superintendent during January 1 thru December 31, 2022, for the purpose of the 2022 calendar year Highway Incentive Payment, to be issued to the city by the Nebraska Department of Transportation, in February 2023. Aye: Brousek, Kavanaugh, Preis and Krause. Nay: None. Absent: Sanchez and Fideline. Motion carried.
Public comment: George Sevick, 8001 Main Street, is concerned that people are parking their vehicles in their front yards. Sevick has seen this on Woodlawn Avenue, Oakwood Street and Maywood Street.
Council comment: Brousek thanked everyone for showing up on a cold night as it always nice to have people here.
