RALSTON CITY COUNCIL MEETING

The Ralston City Council met in regular session on Tuesday, December 19, 2023 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Krause, Brousek, Kjar, Preis, Kavanaugh and Fideline. Absent: None.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Pastor Lynette Janssen, Ralston United Church of Christ gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of Council Minutes from December 5, 2023 Council Meeting; Approval of Claims; Financial Statements – November 30, 2023; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Krause, Preis, Kjar, Brousek, Kavanaugh and Fideline. Nay: None. Absent: None. Motion carried.
Council received information from Cavanaugh Macdonald, on Actuarial Valuation and GASB Statements No. 67 & 68 Report for the City of Ralston Retirement Plan. Discussion took place regarding the possible purchase of a fire truck.
Groesser opened the election of City Council President. Moved and seconded to elect Brian Kavanaugh as City Council President. Mayor Groesser asked if there were any other nominations. Moved to elect Ben Preis as City Council President. Councilman Preis declined the nomination.
Mayor Groesser called for the vote on the motion to elect Brian Kavanaugh as City Council President. Aye: Brousek, Fideline, Kavanaugh, Kjar, Preis and Krause. Nay: None. Absent: None. Motion carried.
Krause introduced Ordinance No. 1325. Kelly read Ordinance No. 1325 by title only: AN ORDINANCE REVISING CHAPTER 10, ARTICLE XVII, OF THE RALSTON MUNICIPAL CODE, RESTAURANTS AND DRINKING PLACES OCCUPATIONAL PRIVILEGE TAX, SECTION 10-1701 TITLED “DEFINITIONS”; TO REPEAL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Mayor Groesser closed the public hearing at 6:15 P.M. Moved and seconded to waive third reading of Ordinance No. 1325. Brousek, Fideline, Kavanaugh, Kjar, Preis and Krause. Nay: None. Absent: None. Motion carried. Moved and seconded to approve Ordinance No. 1325 on second reading. Brousek, Fideline, Kavanaugh, Kjar, Preis and Krause. Nay: None. Absent: None. Motion carried.
Krause introduced Ordinance No. 1326. Kelly read Ordinance No. 1326 by title only: AN ORDINANCE TO AMEND THE MASTER FEE SCHEDULE FOR THE CITY OF RALSTON, NEBRASKA, ESTABLISHED BY ORDINANCE NO. 1271 AND AMENDED BY ORDINANCE NUMBER 1296; TO REPEAL ANY ORDINANCE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Groesser opened consideration of First Amendment To the Redevelopment Agreement for the General Redevelopment Plan for the Ralston Downtown and Hinge Redevelopment area. Moved and seconded to approve the First Amendment To the Redevelopment Agreement for the General Redevelopment Plan for the Ralston Downtown and Hinge Redevelopment area. Aye: Krause, Preis, Kjar, Brousek, Kavanaugh and Fideline. Nay: None. Absent: None. Motion carried.
Groesser opened authorizing the closing of TIF #12. Moved and seconded to authorize the closing of TIF #12. Aye: Krause, Preis, Kjar, Brousek, Kavanaugh and Fideline. Nay: None. Absent: None. Motion carried.
Public Comment: None. Council Comment: Brousek thanked Kevin Eischeid for serving seven years as Ralston’s Fire Chief. Brousek noted that Eischeid did a great job with proven leadership. Kavanaugh wished everyone a Merry Christmas and to enjoy time with their family. Krause thanked Council for allowing him to serve as Council President for many years. Groesser wished everyone Happy Holidays - Be safe and enjoy your families. There being no further business to come before the Council, the meeting adjourned at 6:27 PM. The next meeting is Tuesday, January 2, 2024 at 5:30 PM.

Public Comment: None. Council Comment: Brousek thanked the public works department for their work clearing the streets during the recent snow storm.
