NOTICE IS HEREBY GIVEN, that a meeting of the Mayor and City Council of the City of Ralston, Nebraska, will be held at 5:30 PM on Tuesday, November 7, 2023 in the Council Chambers at Ralston City Hall, 5500 S. 77th Street, Ralston, NE. An agenda, which is kept continuously current is available for public inspection at the office of the City Clerk at City Hall.

RALSTON CITY COUNCIL MEETING
Tuesday, October 3, 2023
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, October 3, 2023 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: President Krause, Council members Brousek, Kavanaugh, Kjar, Preis, and Fideline. Absent: Mayor Groesser.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
President Krause gave the invocation. Krause said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from September 19th Special and Regular Council Meeting and September 26th Special Council Metting; Approval of Claims; Liberty First Credit Union Arena Financial Statements for period ending August 31, 2023; Department Head and/or Commission Reports Moved and seconded to approve the Consent Agenda. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.
Freshman stated that the wall and concrete at Pierson Field are complete. Dittmer distributed his monthly report. He stated that there is a lot of work being done around town. Paint and flags on the streets which will be increasing in the coming weeks. Leonardo reported that he has made a condition offer to an applicant for a vacant police officer position. Peña reported on events being held at the library. Eischeid reported that there was a good turnout at their open house. In September the fire department had sixty - four total calls. Forty - seven were EMS calls, twelve were fire calls and five calls were cancelled. Krajewski reported on events coming up at the arena. Roeder reported on the Fall Festival and Holiday Magic. Engberg gave the building report for September. Eighty - two permits were issued.
Hoppe reported that there is an official designation process through the Nebraska Arts Council for Creative Districts. Hoppe noted that we will soon be applying for this official designation which, if obtained, will come with a ten thousand dollar grant. Obtaining this official designation will also make additional dollars available in the future. Hoppe reported that we will soon be working with Council members to start a discussion about moving away from paper packets and start utilizing Tablets.
President Krause read and signed a proclamation in Support of Breast Cancer Awareness Month.
President Krause opened consideration of an amended and restated Arena lease agreement between the City of Ralston, Nebraska and the American Hockey Group, LLC Moved and seconded to approve the amended and restated Arena lease agreement between the City of Ralston, Nebraska and the American Hockey Group, LLC. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.
President Krause opened consideration of notice to proceed on task order for Burlington Extension. Moved and seconded to approve the task order for phase one of the Burlington Road Extension. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.
President Krause opened consideration of fire protection agreement between Ralston Volunteer Fire Department and Rescue Squad and the City of Ralston, Nebraska Moved and seconded to approve the fire protection agreement between Ralston Volunteer Fire Department and Rescue Squad and the City of Ralston, Nebraska. Moved and seconded to table the fire protection agreement between Ralston Volunteer Fire Department and Rescue Squad and the City of Ralston, Nebraska. Aye: Brousek, and Kjar. Nay: Preis, Kavanaugh, Fideline, and Krause Absent: None. Motion to table fails. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.
Brousek introduced Resolution 2023-14. Kelly read Resolution 2023-14 by title only: A RESOLUTION REGARDING RALSTON POLICE DEPARTMENT ORGANIZATION Moved and seconded to approve Resolution 2023-14. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.

Kelly read Resolution 2023-15 by title only: A RESOLUTION DECLARING CERTAIN PROPERTY SURPLUS AND PROVIDING FOR A METHOD OF SALE Moved and seconded to approve Resolution 2023-15. Aye: Preis, Kavanaugh, Brousek, Fideline, Kjar and Krause. Nay: None. Absent: None. Motion carried.
Public Comment: None. Council Comment: Brousek thanked the Police and Fire Department Officers for all of their good work. There being no further business to come before the Council, the meeting adjourned at 6:16 PM. The next meeting is Tuesday, October 17, 2023 at 5:30 PM.
