Ralston City Council Special Meeting

The Ralston City Council met in special session on Tuesday, September 26, 2023 at 6:07 PM at Ralston City Hall. Roll was called with the following present: Mayor Groesser and Council members Brousek, Kjar, Kavanaugh, Krause, and Preis. Absent: Fideline. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Moved and seconded to approve the claims. Aye: Brousek, Kjar, Kavanaugh, Krause, and Preis. Nay: None. Absent: Fideline. Motion carried.
Krause introduced Resolution 2023-13. Kelly read Resolution 2023-13 by title only: A RESOLUTION SETTING THE PROPERTY TAX REQUEST.
Moved and seconded to amend Resolution 2023-13 to replace 77-1632 and 77-1633 with 77-1601.02 and change item number six to read “A copy of this resolution and Exhibit A will be forwarded to the County Clerk on or before September 30, 2023.” Some discussion took place regarding the levy and other political subdivisions. Brousek stated he wants to see the levy reduced further. Aye: Kjar, Kavanaugh, Krause, and Preis. Nay: Brousek. Absent: Fideline. Motion carried.

The Ralston City Council met in regular session on Tuesday, September 19, 2023 at 5:58 PM after the special city council meeting at Ralston City Hall. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Kjar, and Preis. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. The City Council reviewed the following items under the consent agenda: Minutes from the September 5, 2023 regular City Council meeting; Claims; Financial Statements – August 31, 2023; and Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Fideline, Kavanaugh, Krause, Kjar, and Preis. Nay: None. Absent: None. Motion carried.
Freshman reported that there is interest in building a car wash on Harrison street between Walgreens and Little Caesars. Freshman noted that the retaining wall at Pierson Field is being fixed and the concrete around the concession stand will be going in before the end of the week. Hoppe followed up stating that it is Tommy’s Express Car Wash that is interested. Hoppe noted that the retaining wall at Pierson field is a temporary fix to get us through until a decision is made on Orval Smith.
Dittmer distributed his report noting that street projects are moving forward. Leonardo reported on code enforcement numbers for August. Peña reported on a few events coming up at the library. Hoppe reported on events at the arena for Krajewski. Roeder reported that the yoga series is ending in a few weeks. Roeder reminded everyone about the Tunes on the Granary Green event coming up this Thursday. Roeder stated that she is working on plans for a fall festival and Holiday Magic.
Mayor Groesser read and signed a proclamation in Support of Citizens with Intellectual Disabilities Week
Public comment: Barbara Johnson, 5012 S. 83rd Terrace, asked about the meeting scheduled for Wednesday evening. Johnson expressed concern over COVID and how it has affected residents.
Council comment: Fideline thanked Bohling and Hoppe for their work on the budget. Groesser stated his appreciation to all the department heads and their ability to balance the budget and stay within the means of the city’s revenue.
There being no further business, the Council meeting adjourned at 6:14 PM.

The Ralston City Council met in special session on Tuesday, September 19, 2023 at 5:00 PM at Ralston City Hall. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Kjar, and Preis. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record.

Groesser opened consideration of the City of Ralston’s Capital Improvement Program 2023-2024 to 2028-2029. Hoppe gave three presentations outlining the Capital Improvement Program along with other pieces coming up that will provide an understanding of what the City is doing moving forward. Brousek asked who writes the grants for the city. Hoppe responded the he works on the grants with a consultant who specializes in the area. Preis asked what the decision was in regards to police cruiser replacement. Bohling responded that we are relocating some of the current contingency funds to cover the police cruiser replacement. Moved and seconded to approve the City of Ralston’s Capital Improvement Program 2023-2024 to 2028-2029. Aye: Brousek, Fideline, Kavanaugh, Kjar, Krause, and Preis. Nay: None. Absent: None. Motion carried.
Groesser opened the public hearing for consideration of the One and Six Year Street Improvement Program 2024-2029 at 5:20 P.M. Moved and seconded to approve Resolution 2023-11 to adopt the One and Six Year Street Improvement Plan for 2024-2029. Aye: Brousek, Fideline, Kavanaugh, Kjar, Krause, and Preis. Nay: None. Absent: None. Motion carried.
Kavanaugh introduced Ordinance No. 1323. Kelly read Ordinance No. 1323 by title only: AN ORDINANCE CHANGING SEWER USE CHARGES BY AMENDMENT TO ORDINANCE NO. 439 AS AMENDED; PROVIDING FOR AN EFFECTIVE DATE AND REPEALING ALL PRIOR ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH.

Kavanaugh introduced Resolution 2023-12. Kelly read Resolution 2023-12 by title only: A RESOLUTION AUTHORIZING EXCEEDING THE 2023-2024 RESTRICTED FUNDS BUDGET BY AN ADDITIONAL 1%. Moved and Kjar seconded to approve Resolution 2023-12. Aye: Fideline, Kavanaugh, Krause, Kjar, Brousek and Preis. Nay: None Absent: None. Motion carried.

Kelly read Ordinance No. 1324 by title only: AN ORDINANCE TO ADOPT THE BUDGET STATEMENT FOR THE CITY OF RALSTON TO BE TERMED THE ANNUAL APPROPRIATION BILL FOR THE CITY OF RALSTON; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE.
Groesser opened the public hearing and first reading of Ordinance No. 1324. Moved and seconded to waive second and third readings of Ordinance No. 1324. Aye: Brousek, Fideline, Kavanaugh, Krause, Kjar, and Preis. Nay: None. Absent: None. Motion carried. Moved and seconded to approve Ordinance No. 1324 on first reading. Brousek moved to amend Ordinance 1324 with the following amendment: change the tax levy rate from 69.7 cents to 64.7 and reduce the General Fund contingency from $300,000.00 to $185,000.00. Krause seconded. Groesser called for the vote on the amendment. Aye: Brousek Nay: Fideline, Kavanaugh, Krause, Kjar, and Preis. Absent: None. Motion to amend fails. Groesser called for the vote on Ordinance 1324. Aye: Fideline, Kavanaugh, Krause, Kjar, Brousek and Preis. Nay: None Absent: None. Motion carried.
