NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in Conference Room 702, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, August 18, 2020, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on August 18, 2020, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance authorizing the issuance of a purchase order to Arrow Towing of Omaha, Inc. for vehicle and equipment towing services to be utilized by Fleet Management for various City of Omaha operations effective for two years from date of passage of this ordinance; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and J Development Company, LLC, to implement the Furniture Row Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 119 North 72nd Street, which proposes the renovation of a one-story retail building for reuse as an indoor parking structure with 135 stalls, and new construction of 158 market-rate apartment units to be integrated into and partially on top of the existing building; the agreement authorizes the use of up to $2,861,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and KindAir at the Benson Theatre, to implement the Ben-son Theatre Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 6054 Maple Street, which proposes to fully renovate of the 6,487 square foot building as a single use space for public assembly, while preserving the original theater stage; the agreement authorizes the use of up to $400,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to accept the bid from Midwest Security Enterprises, LLC dba Signal 88 Security of Omaha, to provide security services at various Omaha Public Library facilities, in accordance with the lowest bid meeting specifications, for an estimated annual cost of $272,400.04 (2020 $128,659.35; 2021 $272,400.04; 2022 $89,053.86, for a total contract amount of $490,113.25), for a period of two (2) years from the date of Notice to Proceed from Omaha Public Library, with an option to extend the contract for two (2) additional one (1)-year periods.
An ordinance approving the contract between Omaha Public Library and Unique Management Services, Inc., to provide for delinquent account collection and materials recovery services for Omaha Public Library, at an estimated cost of $45,000.00 annually, for a three (3)-year term, be-ginning August 1, 2020 or from the date of Notice to Proceed from Omaha Public Library, with the option of extending the contract for two additional one (1)-year terms at the sole option of Omaha Public Library; to authorize the Finance Department to make payments in an estimated amount of $45,000.00 annually to Unique Management Services, Inc. for the cost of such services (2020 $18,750.00; 2021 $45,000.00; 2022 $45,000.00; and 2023 $26,250.00, for a total estimated contract cost of $135,000.00).
An ordinance to accept the bid of MEC Corp. (Military Environmental & Construction Corp.) in the annual amount of $35,000.00, involving appropriations of more than one year as provided in Section 5.17 of the Home Rule Charter, of the City of Omaha, 1956, as amended; for the provision of gun range cleaning at the Omaha Police Department indoor gun range for a period of three years; with three additional one year options held by the City at the same price, to authorize the Finance Department to make payments from a specified account to MEC Corp. for the cost of gun range cleaning services in accordance with the specifications.
An ordinance to approve the Douglas Sarpy Mutual Aid Interlocal Cooperation Agreement for an initial term of five (5) years with the law enforcement agencies in Sarpy County and Douglas County including the City of Bellevue Police Department, the City of La Vista Police Department, the City of Omaha Police Department, the City of Papillion Police Department, the City of Ralston Police Department, the City of Valley Police Department, the City of Waterloo Police Department, the City of Bennington Police Department, the Sarpy County Sheriff’s Department, and the Douglas County Sheriff’s Department for the creation of a system of mutual assistance; to provide and allow for the exercise of extraterritorial law enforcement authority in certain specified situations.
An ordinance to add Article III, Sections 12-41 through 12-51, entitled “Prevention of COVID-19,” to Chapter 12 of the Omaha Municipal Code; to provide legislative findings and intent; to re-quire individuals to wear facial coverings and exceptions thereof; to provide for the enforcement of violations and penalties; to establish a sunset provision.

The regular meeting of the Board of Trustees of the Omaha Public Library will be held on Thursday, August 20, 2020 at 5:00 P.M. at the W. Dale Clark Main Library, 215 South 15th Street, Meeting Rooms 2 & 3 (Lower Level). Proposed agenda kept continually current is available in the Administrative Office at the W. Dale Clark Library and on the Library’s website at www.omahalibrary.org. The Board reserves the right to modify the agenda to include items of an emergency nature at said public meeting when convened. Requests for sign language interpreters or other alternative formats will require a minimum of 48 hours advance notice.
