PUBLIC NOTICE
The Omaha Public Works Department has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the Nebraska Emergency Management Agency as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.
Sub-Applicant: Omaha Public Works Department
Project Title: 105506 - Mo River WWTP work to be completed, PA-07-NE-4420-PW-02260(0)
Location of Proposed Work:
• Missouri River Water Resources Recovery Facility (MRWRRF), a wastewater treatment plant located at 5600 South 10th Street, Omaha, NE 68107 (41.202158, -95.930921).
• Monroe Street Lift Station (MSLS), located at 6274 S 10th Street, Omaha, NE 68107 (41.196562, -95.929117).
• Approximately quarter-mile section of 10th Street, connecting MRWRRF and MSLS.
• Work area is on the west side of the Missouri River, and east of Mount Vernon Gardens Park.
Special Flood Hazard Area Zone:
This project will perform work in the A Zone, the area of 1% annual chance of flooding, per Omaha City Flood Insurance Rate Map panel 31055C0360H, dated 12/02/2005. This is the flood zone of the Missouri River.
Proposed Work and Purpose:
Omaha Public Works proposes to use FEMA Public Assistance grant funds to complete repairs, install upgrades, and build flood protective measures at the Missouri River Water Reclamation Facility (MRWRRF) and the Monroe Street Lift Station (MSLS).
Repairs to MRWRRF (41.202158, -95.930921) will replace components of clarifier de-watering pits (switches, valves, sludge pumps, priming systems); air-flow machinery; pump control equipment; battery system backups; emergency lighting equipment; and heater units. These replacements restore functionality to systems necessary for the MRWRRF to function as intended. The proposed project includes hazard mitigation measures for floodproofing this facility, in the form of raising the rims of existing manholes, and elevating control panels, control valves, and power transformers.
Repairs to the MSLS facility (41.196562, -95.929117) include repairs and mitigation measures upgrading the diversion structure and lift station to reliably convey 60-65 MGD to the MRWWRF during wet weather events. Upgrades include refurbishing or replacing all equipment in the lift station, updating the facility to meet current code requirements, improving grit collection and removal, screenings improvements, structural refurbishment, and replacement of the existing pumps and motors. Real-time-controls and gate replacements will occur in the diversion structure to maximize conveyance of flows to the newly expanded MRWRRF headworks for treatment of up to 150 MGD of wet weather flows while reducing the number of combined sewer overflow discharges at CSO 119.
The Hazard Mitigation Proposal for this project is to add a flood protection barrier to both MRWRRF and MSLS and elevate an existing roadway linking the two facilities. The chosen method of flood protective barrier will tie-in with existing US Army Corps of Engineers (USACE) levees north of the MRWRRF, and install a mixture of I-wall, T-wall, and dirt berm improvements on the east side of the MRWRRF, between the facility and the Missouri River. These walls will be built to match the height of existing levee to the north and will protect the facility against the 0.2% annual chance of flooding (500-year floodplain). An existing roadway connecting MRWRRF and MSLS will be elevated to withstand 500-year flooding and connect the two facilities. An additional floodwall will be constructed around the MSLS via a mixture of I-wall and T-wall concrete barriers.
Project Alternatives: Ten variations of floodwalls and improvements were considered during project development. Distinct options are presented below. These are options that were not selected for the improvements.
Alternative #1, Full extension of single-lane levee to match existing US Army Corps levee: This alternative would develop up to 6.9 acres of wetland to install a dirt-berm levee to match the height and width of the existing USACE levee to the north, to encompass both MRWRRF and MSLS. The footprint of this levee would be entirely on the east side of the facility, requiring the removal of vegetation. Being near the river would cause additional impacts to flood level, both downstream and across the river in Iowa.
Alternative #2, Build a floodwall around both facilities, in the same alignment of dirt-berm levee: This alternative would require development of wetland, removal of vegetation, and could still have indirect impact to flood levels downstream and in Iowa.
Alternative #3, conduct repairs with minimal improvements and future reliance upon temporary flood barriers: This alternative would be to install temporary HESCO barriers and/or sandbags to protect the facility against flooding from the river. Temporary barriers take time to procure and install. This option is highly dependent on advance warning of flooding.
