“NOTICE OF PUBLIC HEARING ON THE HARRISON STREET/SOUTH CENTRAL OMAHA REDEVELOPMENT AREA
(CRA) DESIGNATION”
Notice is hereby given that the Omaha City Council has set Tuesday, May 18, 2021 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the Harrison Street/South Central Omaha Redevelopment Area (CRA) Designation.
The CRA is generally bound by L Street between from the Big Papillion Creek to South 61st Street, and Q Street between South 61st Street and South 60th Street, and the Burlington Northern Railroad between South 60th and South 48th Streets on the north; the Burlington Northern Railroad from the Big Papillion Creek to South 60th Street, and Harrison Street from the intersection of Harrison Street and the Big Papillion Street to South 48th Street on the south; South 61st Street between L and Q Streets, and south 60th Street between Q Street and the Burlington Northern Railroad, and South 48th Street between the Burlington Northern Railroad and Harrison Street to the east; and the Little Papillion Creek to the Burlington Northern Railroad, and South 60th Street from the Burlington Northern Railroad to the intersection of Harrison Street and the Big Papillion Creek on the west. The CRA is approximately 601.85 acres. The study area is comprised of Census Block Group 1 located within Census Tract 71.01, and Census Block Groups 1 and 3 located within Census Tract 71.02.
The proposed study area qualifies for designation as a CRA, in complete accordance with the Nebraska Community Development Law definitions for poorly defined street layout, obsolescence of structures, having a per capita income equal to or less than $26,142, which is lower than the overall City per capita income of $33,401, having a loss of population, and having average unemployment rates of approximately 6.8 percent overall, which exceeds 120 percent of the State’s unemployment rate.
The designation of the proposed study area as a Community Redevelopment Area meets the criteria established by the Nebraska Community Development Law. Approval of the CRA designation (formerly referred to as Substandard and Blighted), will allow the use of tax increment financing (TIF) within the designated area.
The Planning Board recommended approval of this Redevelopment Project Plan at the April 7, 2021 public hearing.
A copy of said plan is available for public inspection in the City Clerk’s Office.

Redevelopment Project Plan.
Location: 1111 North 13th Street
The redevelopment project plan proposes to renovate approximately 11,000 to 15, 000 square feet of unusable floor area for new office space, improve the electrical system throughout the building, and construct a privately owned public green space of about 1.2 acres as an amenity for the Millwork Commons District and use by the general public.
The Planning Board recommended approval of this Redevelopment Project Plan at the April 7, 2021 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $1,595,000.00, plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site work, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $19,215,400.00, but are subject to change as final costs come in.

The redevelopment project plan proposes a complete renovation and modernization of the former Kiewit Plaza Building to transform it into a future Class A office, multi-tenant building that includes retail and restaurant concepts.
The Planning Board recommended approval of this Redevelopment Project Plan at the April 7, 2021 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $5,994,326.00 plus accrued interest. TIF loan proceeds will be used to offset a portion of eligible construction renovation costs in the amount of the TIF loan; the project has over 36 million dollars in TIF eligible project costs. The applicant is also contributing $60,000.00 of the TIF loan proceeds to the Midtown Public Improvement Fund. The total estimated project costs are $37,743,658.00, but are subject to change as final costs come in.

The redevelopment project plan entails new construction of a five story mixed-use building with approximately 120-124 apartments. The development is a mixed income project with both market rate and affordable apartments, and will be a mix of studio, one and two bedroom units. About 20,000 square feet of first floor commercial space is included. There will be 40 parking stalls leased from the adjacent new development at 508 South 19th Street for use by the apartment tenants, with another 40 off-site parking stalls also provided for the proposed residential use.
The Planning Board recommended approval of this Redevelopment Project Plan at the April 7, 2021 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $3,540,728.00 plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, demolition, site preparation construction, architectural and engineering costs and public improvements as required. The total estimated project costs are $41,410,107.00 but are subject to change as final costs come in.

TIF loan proceeds will be used to offset eligible expenses such as acquisition, site preparation, construction, utilities, storm water management, architectural and engineering costs and other public improvements as required. The total estimated project costs are $13,521,948.00, but are subject to change as final costs come in.

“NOTICE OF PUBLIC HEARING ON AN EXTREMELY BLIGHTED AREA
(EBA) DESIGNATION”
Notice is hereby given that the Omaha City Council has set Tuesday, May 18, 2021 at 2:00 p.m. as the date of Public Hearing on the Resolution approving an Extremely Blighted Area (EBA) Designation.
The general boundaries of the study area are as follows: North – Missouri River, West – Florence Boulevard, 30th Street and 24th Street, South – Hickory Street, East – Eppley Airfield, Carter Lake, Iowa and the Missouri River.
An EBA designation allows for state income tax credit for qualified homebuyers, special funding preferences to affordable housing developers, and a maximum of 20 years for the use of TIF for approved redevelopment projects. The City has been approached by a development team regarding a potential redevelopment project within the area. The project qualifies for TIF since it is located within a CRA. The development team is requesting an EBA designation in order to redevelop the site to the full scale being considered.
The study for this EBA designation was determined by starting with Census Tract 5, Block Group 1. The study then considered other Census geographies that were adjacent to or very nearby Census Tract 5, Block Group 1. The broadest area that might accomplish the City’s various goals of redevelopment and as a result help to fulfill the intent of the EBA designation was evaluated when choosing the Census geographies for the study area.
The Planning Board recommended approval of this Redevelopment Project Plan at the April 7, 2021 public hearing.
A copy of said plan is available for public inspection in the City Clerk’s Office.
The Public Hearing will be held before the City Council of the City of Omaha on May 18, 2021, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.
