NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, April 23, 2024, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on April 23, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to rescind the 508 and 1904 Tax Increment Financing (TIF) Project Plan adopted by the Omaha City Council on September 21, 2021 via Resolution No. 2021-0904, which proposed the demolition of the existing building at 508 S 19th Street and the construction of a new five story structure with 59 affordable housing units, and the comprehensive rehabilitation of the National Register historic building at 1904 Farnam Street for reuse as a mixed use building with 54 Low Income Housing Tax Credit (LIHTC) funded apartment units on the upper floors, street level commercial space and a speakeasy bar in the basement; and rescinds Ordinance No. 42744, passed by the Omaha City Council on November 9, 2021 approving a Tax Increment Financing (TIF) Redevelopment Loan Agreement with 508and1904Owner, LLC, to implement the 508 and 1904 Tax Increment Financing (TIF) Redevelopment Project Plan.
An ordinance vacating the east-west alley from 11th Street to 12th Street, between Izard Street and Nicholas Street, in the City of Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance to approve a five-year agreement with U.S. Venture, Inc., for the sale of Biogas by the Papillion Creek Water Resource Recovery Facility, with the option to extend the agreement for one additional five-year term; involving the acceptance of payments for more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments applied to a specific account.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Sports Complex Manager with a salary range of $73,112.00 to $110,344.00; to repeal Section 23 - 177 as heretofore existing.
An ordinance to approve the Omaha Downtown Improvement District Association (ODIDA) 2024-2025 Budget and Workplan and levying a special tax and assessment on all lots and pieces of real estate within Business Improvement District No. 6874 in the City of Omaha in the amount of $699,696.56; such assessment shall cover the costs anticipated by the Business Improvement District for March 2024 to February 2025 and contemplated by Ordinance No. 37504 which was approved by the City Council of the City of Omaha on October 3, 2006, and reauthorized by Ordinance No. 38957 approved on March 8, 2011 and amended by Ordinance No. 41463 approved on April 26, 2018.
An ordinance to accept the bids of and approve respective agreements with Vixen LLC., TMC Complete Construction, Inc., OHMS-NE-LLC., and B.J.’s Fleet Wash, LLC., to provide homeless encampment cleanup, on an as-needed basis, over the duration of the agreements; with the agreements being for a one-year period; to authorize the Mayor of the City of Omaha to execute any further agreements that may be necessary to implement such bids; for such sums to be paid from the General Fund 11111, Organization 126045, Account 46111.
An ordinance approving a Master Development Agreement between the City of Omaha, the Omaha Housing Authority, and Brinshore Development LLC. This Master Developer Agreement governs the relationship with respect to the “housing plan” component of the Choice Neighborhoods Implementation (“CNI”) Grant Transformation Plan.
An ordinance to amend Omaha Municipal Code Sections 10-150, 10-151, 10-152, 10-153, and 10-154; to increase the contract threshold for participation in the City’s Contractor provisions from $500,000.00 to $650,000.00; to change definitions of certain terms to make the definitions consistent with terminology in other city ordinances; to make clear that these provisions apply to projects involving city facilities and not only those within the city limits; to repeal Sections 10- 150, 10-151, 10-152, 10-153, and 10-154 as heretofore existing.
An ordinance to amend Omaha Municipal Code Sections 10-160, 10-160.1, 10-160.2, 10-160.3, and 10-160.4; to rename the City’s Economic Equity and Inclusion Program and clean up language in the provisions; to clarify language as to who is required to comply with the Economic Equity and Inclusion Program and to increase the thresholds requiring participation in the Plan to account for the passage of time; to ensure that entities using city funds are required to comply with the Economic Equity and Inclusion Program; to clarify requirements for quarterly and annual reports and penalties for non-compliance; to repeal Sections 10-160, 10-160.1, 10-160.2, 10-160.3, and 10-160.4 as heretofore existing.

Sealed bids are invited and will be received on or before the closing time, as per specifications on file in the office of Rehabilitation Section of the Planning Department, Room 1111, Omaha/Douglas Civic Center.
Sealed bids to be addressed to Rehabilitation Section, Room 1111, Omaha/Douglas Civic Center marked “Bid on FAÇADE IMPROVEMENT OF COMMERCIAL PROPERTIES, with the address and job number identified”, must be on file in his office on or before 3:00 P.M. on the closing date, at which time the bids will be opened and ready by the Rehabilitation Section before bidders and the public in Room 1111, Omaha/Douglas Civic Center.
Attention is called to the fact that not less than minimum salaries and wages as specified by the U.S. Secretary of Labor as set forth in the specification may be paid on the rehabilitation work. The contractor must, furthermore, insure that employees and applicants for employment are not discriminated against because of race, color or creed, sex or national origin.
The bidder must file a certificate of insurance with the Rehabilitation Section evidencing comprehensive public liability insurance coverage protecting the property owner for not less than $1,000,000 per occurrence, $2,000,000 aggregate arising out of the work performed by the contractor. Evidence of workman’s compensation insurance must be shown prior to receipt of the order to proceed with the work.
The owner reserves the right to accept, reject, or negotiate any or all bids in whole or in part.
