Notice is hereby given that the City Council of the City of Omaha met on April 8, 2025 and passed and approved the following ordinances:
ORDINANCE NO. 44226
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southwest of 120th and Shirley Streets from R2-Single-Family Residential District (Low-Density) and R3-Single-Family Residential District (Medium-Density) to R3-Single-Family Residential District (Medium-Density).
Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot l, Bel Air Village Replat Three, in Douglas County, Nebraska, is hereby rezoned from R2-Single-Family Residential District (Low-Density) and R3-Single-Family Residential District (Medium-Density) to R3-Single-Family Residential District (Medium-Density).

ORDINANCE NO. 44227
AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located southwest of 120th and Shirley Streets; and to provide for an effective date.
Summary: In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lot 1, Bel Air Village Replat Three, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned to be included in and incorporated into the MCC-Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on April 22, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance authorizing the issuance of a purchase order to Swarco Reflex, LLC in the estimated annual amount of $119,680.00, for the purchase of Pavement Marking Beads to be utilized at the Traffic Division, to be effective for a period of one (1) year and is extendable for three (3) one-year periods at the City’s own option; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance rescinding Ordinance No. 41315, passed on November 7, 2017 approving a Tax Increment Financing (TIF) Redevelopment Agreement with Duane Dowd and Nicholas 16 Group, LLC, and subsequent administrative amendment, to implement The Hub Tax Increment Financing (TIF) Redevelopment Project Plan for the redevelopment site located at 1605 Nicholas Street, which proposed the rehabilitation of an existing 14,335 square foot building, along with parking and site improvements on a parcel of approximately .80 acres to include a parking lot with 47 stalls, lighting and perimeter fencing.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Carnation Ballroom LLC, to implement the Carnation Place Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2711 North 24th Street, which proposes the comprehensive rehabilitation of the Carnation Ballroom building, a local landmarked historic building so that it can serve as a multi-tenant commercial space, possibly for retail, office, restaurant and/or public assembly spaces; the agreement authorizes the use of up to $216,638.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance (1) to approve an agreement between the City of Omaha and the African-American Empowerment Network in the amount of $1,057,287.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2024 Community-Based Violence Intervention and Prevention Initiative Grant Award #15PBJA-24-GG-03108-CVIP, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); funding will provide direct services and one (1) coordinator to facilitate matching individuals with services as part of the expansion of the City of Omaha’s Community Based Violence Intervention and Prevention Initiative; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled City Prosecutor with a salary range of $151,382.40 to $223,558.40; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Claims Adjuster with a salary range of $80,932.80 to $114,212.80; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the salary for the employment classification known as Assistant Library Director from a salary range of $95,430.40 to $123,323.20 to a salary range of $110,052.80 to $144,643.20; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the title of the class specification entitled Threat Assessment and Crisis Intervention Team (TACIT) Project Coordinator to Threat Assessment Coordinator; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the title of the class specification entitled Registered Land Surveyor to Professional Land Surveyor; to repeal Section 23 - 177 as heretofore existing.
An ordinance to approve the Amendment to Agreement which amends Article 11 and 37 of the Collective Bargaining Agreement between the City of Omaha and the Omaha Police Officer’s Association and adopts a new pay plan for the remainder of the 2025 payroll year and a pay plan which establishes the minimum for the 2026 payroll year; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature.
An ordinance to create new Section 36-141 of the Omaha Municipal Code making it illegal to street race and creating penalties for such activity; to amend Section 36-232 giving authorities the ability to tow a vehicle belonging to the driver in violation of Section 36-141.
