PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on March 11, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance authorizing the issuance of a purchase order to Polydyne, Inc. in the estimated annual amount of $374,400.00, for the purchase of sludge dewatering liquid polymer to be utilized by the Missouri River Water Resource Recovery Facility, to be effective for a term of one (1) year with up to four (4) additional one-year terms at the sole discretion of the City; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance approving acceptance of the option for a five year extension of the contract with FCC Environmental Services Nebraska, LLC for OPW 53641, being the Yardwaste Collection Spring and Fall contract, and to accept price increases with a maximum CPI increase of 4% annually; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance approving acceptance of the option for a five year extension of the contract with FCC Environmental Services Nebraska, LLC OPW 53624, being the Omaha Mixed Recyclables Processing 2021-2026 Project, Bid Package B, Alternate 1 from 2026 to 2031, and to accept price increases; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the title of the employment classification known as Executive Services Administrator to Assistant to the City Prosecutor; to repeal Section 23-177 as heretofore existing.
An ordinance to amend Section 23-177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled HVAC Technician with an hourly pay range of $28.55 to $39.55; to repeal Section 23-177 as heretofore existing.
An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the salary for the employment classification known as Deputy Director – Police Technology and Reporting Services from a salary range of $159,972.80 to $189,508.80 to a salary range of $159,972.80 to $208,395.20; to repeal Section 23-177 as heretofore existing.
An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the salary for the employment classification known as Librarian III from a salary range of $73,964.80 to $97,032.00 to a salary range of $73,964.80 to $105,726.40; to repeal Section 23-177 as heretofore existing.
An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the hourly pay range for the employment classification known as Power Systems Mechanic II from $28.33 to $35.10 to $28.35 to $37.25; to repeal Section 23-177 as heretofore existing.
An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the hourly pay range for the employment classification known as Mechanical Inspector from $25.69 to $37.27 to $29.80 to $38.03; to repeal Section 23-177 as heretofore existing.
An ordinance (1) to approve the acceptance of and authorize disbursement over more than one fiscal year for an Agreement between the City of Omaha and the First Responders Foundation in the amount of $50,400.00; and (2) to authorize funding for such Agreement from the City of Omaha’s FY 2024 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant Program, Award #15JCOPS-24-GG-01408-LEMH, awarded by the Office of Community Oriented Policing Services (COPS); provide funding for annual mental health sessions for Omaha Police Department personnel; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the Douglas-Sarpy Mutual Aid Interlocal Cooperation Agreement for an initial term of five (5) years with the law enforcement agencies in Sarpy County and Douglas County including the City of Bellevue Police Department, the City of La Vista Police Department, the City of Omaha Police Department, the City of Papillion Police Department, the City of Ralston Police Department, the City of Valley Police Department, the City of Waterloo Police Department, the City of Bennington Police Department, the Sarpy County Sheriff’s Department, Village of Boys Town, and the Douglas County Sheriff’s Department for the creation of a system of mutual assistance; to provide and allow for the exercise of extraterritorial law enforcement authority in certain specified situations.
An ordinance to amend Section 23-177, 23-178, 23-403, 23-550, 23-556, and 23-566 of Chapter 23 of the Omaha Municipal Code and to add Section 23-573 to the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Professional Fire Service Manager Association for the years 2025 to 2027; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in the Professional Fire Service Manager Association.
An ordinance proposing amendment to Section 2.06 of the Home Rule Charter of the City of Omaha, 1956, as amended, to provide that City Council vacancies shall be filled with those vacancies occurring in the first two years of a term being filled through an election and vacancies in the last two years of a term being filled by a majority vote of the remaining City Council members within thirty (30) days of a vacancy; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General City of Omaha Election to be held on May 13, 2025; to repeal Section 2.06 of the Home Rule Charter of the City of Omaha as heretofore existing.

ORDINANCE NO. 44147
AN ORDINANCE to approve a PUR-Planned Unit Redevelopment Overlay District, located northeast of 18th and Locust Streets, to approve the Development Plan, and to provide for an effective date.
Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: Lot 1, Kountze Place Replat 15, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.
