NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, February 13, 2024, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

merited for violation of Omaha Municipal Codes 44-54, 44-64 and 44-121.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 13, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to amend Sections 31-147 and 31-158 of the Omaha Municipal Code, dealing with sewer use fees; to provide for sewer service charges for the period January 1, 2023 through December 31, 2028; to repeal Sections 31-147 and 31-158 of the Omaha Municipal Code as heretofore existing.
An ordinance to amend Chapter 10, Article V, Division 3, Section 10-182 and Section 10-187 of the Omaha Municipal Code, pertaining to “Certain Professional Services;” by amending which individuals shall serve on the selection committee; by increasing the estimated fee thresholds that determine the method of selection.
An ordinance to authorize the acceptance and disbursement over more than one fiscal year from the FY 2023 State Homeland Security Grant (SHSG) Award #EMW-2023-SS-00047-S01 and budget in the amount of $468,458.80 from the Nebraska Emergency Management Agency (NEMA), during the award period of September 1, 2023 through August 31, 2026, to provide law enforcement and emergency response communities in Douglas, Sarpy, and Washington Counties with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism; to authorize payment from such grant funding involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to enter into a Purchase Agreement with Bell Textron, Inc. for training services for the Omaha Police Department Air Support Unit staff, for a period of two years, involving the payment of money from appropriations of more than one (1) fiscal year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for the payment to Bell Textron, Inc. in the amount of $136,900.00 for year 2024, and $170,800.00 for year 2025, for a total of $307,700.00.
An ordinance proposing amendment to remove Section 2.15 of the Home Rule Charter of the City of Omaha, 1956, as amended, which describes the process for granting, extending, changing or modifying the terms of Franchises within the City of Omaha; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Section 2.15 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing amendment to Section 3.12 of the Home Rule Charter of the City of Omaha, 1956, as amended, to add stormwater management to the list of functions and programs assigned to the Public Works Department; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Section 3.12 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing amendments to Sections 5.21 and 5.23 of the Home Rule Charter of the City of Omaha, 1956, as amended, to amend ARTICE V. FINANCE of the Charter to change language in Section 5.21 concerning the disposal of personal property from the Purchasing Division and Purchasing Agent to the Finance Department and Finance Director and in Section 5.23 to provide that the City Treasurer is a classified employee hired through the competitive testing process; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Sections 5.21 and 5.23 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing an amendment to Section 8.13 of the Home Rule Charter of the City of Omaha, 1956, as amended, to establish the process to provide for an Acting Mayor in the event that a public disaster results in the death or disability of the Mayor and the entire City Council; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Section 8.13 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing an amendment to Section 8.15 of the Home Rule Charter of the City of Omaha, 1956, as amended, to make clear that the members of a Charter Study Convention must be 18 years old and a resident of the City for six months at the time of their appointment; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Section 8.15 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing amendment to Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, to amend Section 5.17 of the Charter to increase the monetary amount for contracts which require City Council action from $20,000.00 to $50,000.00; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the Statewide Presidential Primary Election to be held on May 14, 2024; to repeal Section 5.17 of the Home Rule Charter of the City of Omaha as heretofore existing.

The Omaha Housing Authority (OHA) is seeking Proposals from qualified contractors to provide efficient and effective services, OHA is now soliciting bids from qualified, licensed, and insured entities to provide the Lawncare Services for OHA and its affiliates locations.
