NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, February 2, 2021, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 2, 2021, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing 99th and Fort Street Erosion/Storm Sewer Repair, project identified as OPW 53634; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Copperfields, located northeast of 204th and F Streets, to allow Multi-family Residential to be built on Lot 7 and to waive the requirement in the Omaha Municipal Code (OMC) that 10% of the development be designated for Office use, between the City of Omaha and Copperfields, LLC, providing site development standards.
An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for The Grove, located northeast of 192nd and Pacific Streets, to allow Multi-family Residential to be built on Lot 1, Replat 9, and to waive the requirement in the Omaha Municipal Code (OMC) that 10% of the development be designated for Office use, between the City of Omaha and Birchwood, providing site development standards.
An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Blondo 108 Business Park, located at 10909 Burdette Street, to allow a proposed climate controlled storage facility with only internal access on Lot 10, between the City of Omaha and The Blondo Project, LLC, providing site development standards.
An ordinance to approve and authorize an Agreement between the City of Omaha and Industrial/Organization Solutions, Inc. (dba I/O Solutions, IOS) for services involving the payment of money from appropriations in more than one year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to Industrial/Organization Solutions, Inc. for completing Police and Fire Department entry level and promotional testing for a term of three (3) years with the anticipated cost of the testing to be $145,455.00 in year one, $241,335.00 in year two, and $78,765.00 in year three, with the option of two one- year extensions.
An ordinance to accept the bid of Aramark Uniform Services to provide Linen, Towels (Laundered) for the Omaha Fire Department; the term of the agreement is for one year at a monthly cost of $2,500.00 for a total annual cost of $30,000.00 with the City of Omaha having the option to extend the agreement on a month-to-month basis for up to an additional 24-month period at no increase in cost.
An ordinance to amend section 22-123 of Chapter 22 of the Omaha Municipal Code to modify the provisions relating to restarting the accrual of the supplemental pension benefit for those converting from a disability pension to a service retirement pension after they reach 65 where the conversion occurs January 1, 2021 or later.
An ordinance to amend Sections 20-44 and 20-45 of the Omaha Municipal Code; to clarify vague language and provide a notice requirement before police make arrests or issue citations.
An ordinance to amend Chapter 12, Article III, entitled “Prevention of COVID-19,” Section 12-51 of the Omaha Municipal Code; to extend the sunset provision (Mask Mandate).

FINAL PUBLIC NOTICE
The City of Omaha has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through Nebraska Emergency Management Agency (NEMA) as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:
All work is located in an AH Floodzone. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Sarpy County Flood Insurance Rate Map, Panel Number: 31153C0230G, dated 12/02/2005. The proposed work conforms to all applicable State of Nebraska and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the AH floodzone. The proposed work is located near wetlands per the United States Fish and Wildlife Service National Wetlands Inventory, however, the project has little potential to impact or affect wetland values.
Proposed Work and Purpose:
The Papillion Creek Water Resources and Recovery Facility was inundated with floodwaters from the nearby confluence of the Missouri and Platte Rivers and damaged capacitor banks, switchgear, switchboards, generators and transformers. The Sub-Applicant is proposing to replace and elevate the equipment by placing the equipment on top of concrete pads to prevent future damage.
Project Alternatives:
Alternative #1 (No action): Would implement flood protection measures on specific equipment. While this will allow plant managers to improve particularly vulnerable and/or critical pieces of equipment for flood protection measures, it will not uniformly apply 450-year protection to all the PCWRRF electrical equipment. Public safety would be lowered, and costs would continue to be incurred in flood events. A “no-action alternative” would leave the PCWRRF highly vulnerable to repeated damages and service disruption from overtopped levees. Without flood protection measures at a minimum, the plant’s ability to discharge treated effluent into the river when at high flood stages is at risk, potentially hydraulically forcing partially treated water to be discharged within the site. Environmental and public safety risks also remain.

Comments are solicited from the public; local, state or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project.
