Notice is hereby given that the City Council of the City of Omaha met on December 21, 2021 and passed and approved the following ordinances:
ORDINANCE NO. 42797
AN ORDINANCE to amend the boundaries of the NCE-Neighborhood Conservation Overlay District, to incorporate into that district the property located northwest of 12th and Izard Streets; to approve an amendment to the Urban Design Element of the Master Plan for the City of Omaha to incorporate the Millwork Commons NCE District Plan into the Master Plan, and to provide for an effective date.
Summary: In accordance with Sections 55-601 through 55-608.1 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lots 8 and 9, Millwork Commons, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned to be included in and incorporated into the NCE district of the Neighborhood Conservation Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

ORDINANCE NO. 42799
AN ORDINANCE to create Street Improvement District No. 2021-01, in the City of Omaha, for the purpose of improving Ridgewood Avenue, from Poppleton Avenue to Pacific Street and Poppleton Avenue, from Ridgewood Avenue to Loveland Drive, by grading, curbing, storm sewer service, and paving in portland cement concrete; to fix and define the boundaries of said district; to provide for the determination and assessment of damages, if any, occasioned by reason of change of grade; to authorize the Public Works Department, barring protest to the contrary in accordance with OMC 26-65, to complete the associated improvement project; and to provide for an effective date hereof.

AN ORDINANCE re-authorizing the Olde Town Elkhorn Business Improvement District (BID No. 6878) under the authority of the Business Improvement District Act, Neb. Rev. Stat. § 19- 4015, et seq. for the purpose of providing specified activities, work and improvements in the Olde Town Elkhorn area generally defined as Elkhorn Drive to the west, Glenn Street to the north, North 204th Street to the east, and Park Road to the south; to re-authorize the Olde Town Elkhorn Business Improvement District within the same parameters as Ordinance No. 40993 adopted December 13, 2016 including the boundaries of the District, the identification of the same properties benefited by the streetscape improvements, with the same special assessment adjusted by four percent (4%) annually to the amount of $14,600 in 2022 to be imposed with such District based upon the benefits conferred; to provide the same method of assessment to be assessed upon properties specially benefited by the District; to remove the termination (sunset) provision in the original ordinance that was adopted by the City Council; and to provide the effective date hereof.

AN ORDINANCE to approve an Agreement between the City of Omaha and Omaha Public Schools for the City to provide, through its assignment, up to eleven Associate School Resource Officers and marked police cruisers, subject to the availability of such cruisers and the School District’s needs, to specifically designated locations, involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter, to perform police work within the District with each Associate School Resource Officer working no more than 28 hours per week while school is in session during the regular school year, from the first day of the semester of August, 2021 and ending on July 31, 2022; reimbursement from the Omaha Public Schools to the City will be in the amount of $35.00 per hour for each officer for the 2021-2022 school year; and to provide an effective date hereof.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Methodist Hospital to obtain a minor air emission construction permit for their hospital at 8303 Dodge St, Omaha. The potential emissions, in tons, for this project will be: PM 0.3, PM10 0.3, PM2.5 0.3, SOx 0.6, NOx 8.8, VOC 0.0, CO 4.8 and CO2 equivalent 981.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from December 29, 2021 to January 29, 2022. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
