PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on January 23, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance authorizing the issuance of a purchase order to BMI Janitorial Group in the estimated annual amount of $61,400.00, for Janitorial Services to be utilized by the Street Maintenance Division, to be effective for a period of three (3) years and is extendable for two (2) one-year periods at the City’s sole discretion; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance approving an Interlocal Agreement between the City of Omaha and the Papio-Missouri River Natural Resources District for the construction, operation and the maintenance of a new Papio Watershed Regional Flood Control Detention Basin near 180th and Fort Street.
An ordinance levying a special tax assessment for litter removal in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha – Group 2024-01.
An ordinance levying a special tax assessment for cutting and clearing weeds, grass and worthless vegetation in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha – Group 2024-02.
An ordinance levying a special tax assessment for the removal and/or trimming of trees, bushes, shrubs, hedges and any other vegetation in accordance with Sections 37-1 through 37- 95 of the Omaha Municipal Code on certain lots in the City of Omaha – Group 2024-03.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Park and Recreation Planner III with a salary range of $71,552.00 to $106,267.00; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the salary for the employment classification known as Application Development Manager from a salary range of $94,744.00 to $126,402.00 to a salary range of $97,240.00 to $144,081.00; to repeal Section 23 - 177 as heretofore existing.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the title of the class specification entitled Process Control Systems Technician I to Process Control Systems Technician and the salary of the renamed classification from a salary range of $58,926.00 to $77,147.00 to a salary range of $60,112.00 to $85,363.00; to change the title of the class specification entitled Process Control Systems Technician II to Process Control Systems Supervisor and the salary of the renamed classification from a salary range of $68,224.00 to $88,982.00 to a salary range of $78,312.00 to $108,035.00; to repeal Section 23 - 177 as heretofore existing.
An ordinance to approve a Professional Services Agreement involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter with Elavon Inc., to provide merchant card services for the City of Omaha through State of Nebraska bid pricing pursuant to Contract No. 97195 04 that is the result of competitive bids secured by the State of Nebraska, for a period from December 1, 2023 until June 30, 2028, with three two-year options to renew at the sole discretion of the City of Omaha.
An ordinance to approve a Professional Services Agreement involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter with U.S. Bank, to provide online banking services for the City of Omaha for a period from December 1, 2023 until November 15, 2028, with two one-year options to renew at the sole discretion of the City of Omaha.
An ordinance authorizing the acceptance of the bid of Alexander Lawn & Landscape, Inc. in the annual amount of $25,180.00, involving appropriations of more than one year as provided in 5.17 of the Home Rule Charter, to provide grounds maintenance services at various police facilities for the period of three years beginning Spring 2024 with the option to extend for two one-year terms at the same bid price; to authorize the Finance Department to make payments from a specified account to Alexander Lawn & Landscape, Inc. for the cost of grounds maintenance services in accordance with the bid.
An ordinance (1) to approve an agreement between the City of Omaha and the African-American Empowerment Network in the amount of $50,012.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2022 Community-Based Violence Intervention and Prevention Initiative Grant Award #15PBJA-22-GG-04731-CVIP, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); for up to 18 Professional Development Scholarships to community violence intervention practitioners and conference travel for Empowerment Network Staff; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account.
An ordinance (1) to approve an agreement between the City of Omaha and the Metro Area Continuum of Care for the Homeless (MACCH) in the amount of $61,140.00 to authorize funding for such agreement from the Community Services, Keno/Lottery Proceeds Fund 12118, Organization 126045; to provide funding for the Housing Problem Solving Program for direct assistance to individuals assessed as eligible candidates for permanent housing placement through the Continuum of Care winter hotel/motel voucher program; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to amend the agreement dated April 28, 2021 and Ordinance No. 42526 passed April 27, 2021 between the City of Omaha and HTI Labs in the amount of $52,812.00 for an amended agreement amount of $300,184.00, the amendment authorizes funding for applied analysis to inform Omaha Sexual Assault Kit Initiative (SAKI) Working Group decision-making and indirect costs; to authorize payment from such funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to amend the agreement dated May 15, 2019 and Ordinance No. 41832 passed May 14, 2019 and amended Ordinance No. 42525 passed April 28, 2021 and amended Ordinance No. 43064 passed August 23, 2022 between the City of Omaha and HTI Labs in the amount of $153,267.00 for an amended agreement amount of $312,234.00, the amendment authorizes funding for applied analysis to inform Omaha Sexual Assault Kit Initiative (SAKI) Working Group decision-making and indirect costs; to authorize payment from such funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance (1) to approve an agreement between the City of Omaha and the Board of Regents of the University of Nebraska, University of Nebraska at Omaha on behalf of the Nebraska Center for Justice Research in the amount of $27,082.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2021 Project Safe Neighborhoods Grant Award #15PBJA-21-GG-03043, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); to work directly with the District of Nebraska, Project Safe Neighborhoods (PSN) Task Force and law enforcement agencies as the PSN research partner; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Crime Commission, FY 2024 STOP Violence Against Women (VAWA) Grant, Award #197-2024-VW4016 in the amount of $201,699.00 with a match of $49,535.00 and a total program amount of $251,234.00 during the project period of July 1, 2023 to June 30, 2025; to enhance victim assistance services and prosecute cases of domestic violence through the multi-agency Douglas County Community Response Team as detailed in the grant application; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.

NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, January 23, 2024, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.
