Notice is hereby given that the City Council of the City of Omaha met on October 25, 2022 and passed and approved the following ordinances:

ORDINANCE NO. 43136

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone prope11y located southwest of 202nd and I Streets from DR-Development Reserve District and R4-Single-Family Residential District (High-Density) to DR-Development Reserve.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots A through F, North Streams Replat One, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from DR-Development Reserve District and R4-Single-Family Residential District (High-Density) to DR-Development Reserve District.

Nielsen of Cass County in Nebraska, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Douglas K. Nielsen will receive and land apply stabilized sewage sludge according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions for an agreement period ending December 31, 2026, with up to four automatic one-year renewals; to authorize the Finance Department to pay a sum not to exceed $0.60 per cubic yard of stabilized sludge from the Sewer Revenue Fund 21121; and to provide an effective date hereof.

AN ORDINANCE to approve an amendment to the Collective Bargaining Agreement between the City of Omaha and the Professional Firefighters Association of Omaha, Local No. 385, AFL-CIO-CLC; to approve an Addendum as contemplated by Article 39 of the Collective Bargaining Agreement to implement a Special Pay 401(a) Plan and a Health Reimbursement Arrangement (“HRA”) for covered employees that will be available to the employees upon retirement; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature; and to provide the effective date hereof.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Noddle BD1, LLC, a Nebraska limited liability company, to implement the 1501 Mike Fahey Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 615 North 16th Street, which proposes the new construction of a four story mixed use office and commercial building of about 115,000 square feet; the agreement authorizes the use of up to $5,683,600.00, plus capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the FY 2021 Assistance to Firefighters (AFG) Grant Program - Wellness and Fitness, Award #EMW-2021-FG-05575, in the amount of one million twelve thousand five hundred dollars ($1,012,500.00), with a required match of one hundred one thousand two hundred fifty dollars ($101,250.00) provided by the Omaha Fire Department from Fund 12168, Organization 114516, for a total program budget in the amount of one million one hundred thirteen thousand seven hundred fifty dollars ($1,113,750.00) during the project period of September 22, 2022 to September 21, 2024; to provide funding for physicals and cancer screenings that are gender and age appropriate according to the recommendations of NFPA 1582; to authorize payment from such grant funding and the Omaha Fire Department match, involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.

AIR QUALITY CONTROL

 

Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of OPPD for the renewal of a Phase II acid rain permit for the facility at 7475 John J Pershing Drive, Omaha.  OPPD is an electric generation plant.  Allowable emissions for sulfur dioxide and nitrogen oxide will not be increased.

No significant impact on air quality is expected from the continued operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended.

All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from November 2, 2022 to December 2, 2022. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position.  The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.  Comments should be mailed to:

REQUEST FOR PROPOSALS

CONSTRUCTION ENGINEERING SERVICES

The City of Omaha (City) Public Works Department is requesting qualifications of consulting engineering firms to perform construction engineering services for multiple projects. The City expects multiple consultants will be selected for these; however, the City reserves the right to select one or multiple firms to complete the projects within the duration identified.  The City will maintain a ranked and prioritized list of qualified consultants to perform work to be initiated before December 31, 2024.
