Notice is hereby given that the City Council of the City of Omaha met on September 27, 2022 and passed and approved the following ordinances:
ORDINANCE NO. 43104
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located Southwest of 204th and F Streets from AG-Agricultural District to R4-Single Family Residential District (High-Density).
Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-92, Outlots A-D, Iron Bluff, a subdivision, as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to R4-Single Family Residential District (High-Density).

AN ORDINANCE to approve the City of Omaha and Douglas County joint application to the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program application, in the amount of four hundred nineteen thousand, one hundred and sixty-eight dollars ($419,168) for law enforcement programs, prevention and education programs, prosecution and court programs, corrections and community corrections programs, mental health programs and crisis intervention teams, and planning, evaluation and technology improvement programs during the period of October 1, 2021 to September 30, 2025; to provide the Council an opportunity for review and public comment for such application; and upon award of such grant to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, to provide for the effective date hereof.

AN ORDINANCE to approve an amendment to the Collective Bargaining Agreement between the City of Omaha and the Omaha City Employees, Local 251, American Federation of State, County and Municipal Employees, AFL-CIO; to amend Article 20, Section 6 of the Collective Bargaining Agreements which addresses ASE Certification Pay by replacing the language in the current Agreement with the attached revised version; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature; and to provide the effective date hereof.

AN ORDINANCE to accept the second low bid from Midwest Maintenance Co., Inc. in the annual amount of $419,259.57, involving appropriations of more than one year as provided in 5.17 of the Home Rule Charter, to provide janitorial services at the Omaha Police Department Headquarters facility and satellite precinct stations and facilities located throughout the City for a three-year period, with two additional one-year options held by the City; to authorize the Finance Department to make payments from a specified account to Midwest Maintenance Co., Inc. for the cost of janitorial services in accordance with the specifications; and to provide an effective date.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of CHI Health Immanuel Medical Center to renew their operating permit for the medical facility at 6901 N. 72nd Street, Omaha. The potential emissions, in tons, for this facility are: TSP 9.2, PM10 6.5, PM2.5 4.4, SOx 19.5, NOx 63.0, VOC 2.4, CO 34.1, Ammonia 2.2, Formaldehyde 0.10, Hexane 0.68 and CO2 Equivalent 61,134.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from October 5, 2022 to November 5, 2022. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
