Notice is hereby given that the City Council of the City of Omaha met on October 7, 2025 and passed and approved the following ordinances:
ORDINANCE NO. 44412
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northeast of 180th Street and Military Road from AG-Agricultural District to R4-Single-Family Residential District (High-Density).
Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 1, Outlot A Military 180 Crossing, a subdivision in Douglas County, Nebraska, is hereby rezoned from AG-Agricultural District to R4-Single Family Residential District (High-Density).

AN ORDINANCE approving a Purchase and Sale Agreement between the City of Omaha and Builders District Parking, LLC, a Nebraska limited liability company, for the purchase of a public parking facility to be constructed by Kiewit Corporation upon real property owned by the City and Noddle Development Company, LLC in fulfillment of the City’s obligations under a redevelopment agreement with Noddle Development Company, which was approved November 12, 2018 and pursuant to which the City is obligated to provide for a parking facility in accordance with an independent parking study; approving the cost of said purchase, which shall not exceed $27,143,861; and providing for an effective date.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 21, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance vacating an east-west alley from 28th Street to 29th Street, between R Street and Q Street, Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance re-establishing the South Omaha Business Improvement District (BID No. 6880) under the authority of the Business Improvement District Act, Neb.Rev.Stat. § 19-4105, et seq. for the purpose of providing specified activities, work and improvements in the City of Omaha, Nebraska; to create the South Omaha Business Improvement District; to define the boundaries of such District; to identify that the properties benefited by the streetscape improvements will be subject to special assessments in accordance with the South Omaha Business Improvement District Plan; to provide for special assessment in an approximate amount of up to $30,000 in year one for general maintenance and infrastructure improvement, landscaping, street clean-up, and promotion; to be imposed upon such District based upon the benefits conferred; to provide for the assessment of property specially benefited within the District; to provide a method of assessment to be assessed upon properties specially benefited by the District.
An ordinance (1) to approve an Agreement between the City of Omaha and Axon Enterprises, Inc., for the lease of three (3) Axon Air Skydio X10 docks and associated software, training, warranty, maintenance, technical services in the amount of $497,657.34; and (2) to authorize funding for such agreement from a grant award by the City of Omaha Police Foundation, Inc., involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of $515,348.00 from the City of Omaha Police Foundation, Inc., to add to the $1,456,116.00 award approved by City Council on August 26, 2025 (Ordinance #44369); to expand the Drone as First Responder program; and to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Department of Transportation – Highway Safety Office, Highway Safety Program Grant, Award #402-26-40, in the amount of $110,000.00, during the period of October 1, 2025 to September 30, 2026; to support selective enforcement overtime operations and educational presentations as part of the Project Night Life Expansion project; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of $313,837.00 from the City of Omaha Police Foundation, Inc., to provide partial funding over three (3) years for two (2) full-time Crime Analyst at the Omaha Police Department (OPD); to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorizing disbursement over more than one fiscal year from the U.S. Department of Energy, Office of State and Community Energy Programs, FY 2024 Invited to Apply - Energy Efficiency and Conservation Block Grant Program - Bipartisan Infrastructure Law 2021, Award #DE-SE0000592, in the amount of $461,600.00, during the project period extending from February 1, 2025 through January 31, 2027; to develop new programs to evaluate and prepare for needed infrastructure for electric vehicle (EV) adoption; address energy efficiency through training opportunities in building weatherization; and expand the city’s bikeshare program; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
