PUBLIC HEARING NOTICE
The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, January 4, 2022. The purpose of the public hearing is to consider the 3rd reading of Ordinance No. 1298, an ordinance amending the Ralston Municipal Code, regulation of mini-pigs. Public comments will be accepted. An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

Regular Meeting Minutes
Tuesday, December 7, 2021
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, December 7, 2021 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, and Krause. Council members Sanchez and Preis were absent. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Pastor Tessa Zehring, Trinity United Methodist Church, gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Reviewed the following items under the consent agenda: (1) Minutes from the November 16, 2021 regular city council meeting; (2) Claims; and (3) Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Fideline, Kavanaugh, and Krause. Nay: None. Absent: Sanchez and Preis. Motion carried.
Leonardo reported the Police Department just finished up with October/November No Shave; the new officers are serving the shadow phase this week and within a week or so the Police Department should be full-strength and on the street.
Peña introduced the new Circulation Supervisor, Shannon Putney; there were over 500 gate count for the Holiday Magic event and the Library staff gave out 115 gingerbread kits.
Krajewski reported on arena events: Cody Johnson completely sold out; Lancers have a game this week and then the following week; Nelly is on January 19, 2022; Fluffy on February 4, 2022; Walker-Hayes on February 5, 2022; One Night of Queen on March 11, 2022; and Chicago on April 20, 2022. Two new shows announced this week were: Cole Swindell on February 18, 2022 and Alice Cooper on April 4, 2022. Another concert will be announced next week. Krajewski reported there will be a press conference tomorrow to announce the arena naming rights partner.
Hoppe also reported on the press conference and urged everyone to attend to show the naming rights partner one of the great things with being in Ralston is the support of the community.
Bryan Hoge, Cavanaugh Macdonald, presented information on Actuarial Valuation for the City of Ralston Retirement Plan. This is the defined benefit plan, the retirement plan that the City provides to members that were hired before 2017. Any new members are now in a defined contribution plan, which is separate. The actuarial funding valuation is the measurement is a snapshot picture of the system as of August 1, 2021. It is a statistical project of the timing and amount of all future benefits to be paid and uses one set of many possible scenarios, assumptions used impact results, and variations are to be expected from year to year as assumptions are long-term in nature.
Hoge presented information on GASB Statements No. 67 & 68 report for the City of Ralston Retirement Plan. GASB 67/68 has required information only for the City’s financial reporting.
