ORDINANCE NO. 42297
AN ORDINANCE to approve a Major Amendment to a PUR-Planned Unit Redevelopment Overlay District located at 6405 Center Street, to approve the Development Plan, and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a Major Amendment to the PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: Lot I, Access Aksarben, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska. Section 2. The proposed Development Plan has been reviewed and evaluated pursuant to, and meets each of, the site plan criteria set forth in Section 55-885 of the Omaha Municipal Code. Section 3. ORDINANCE NO. 42298
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 1738 South 13th Street from GI-General Industrial District to NBD-Neighborhood Business District (property is located within the A CI-Areas of Civic importance Overlay District). BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: The south 24 feet and the east 75 feet of Lot 9, Block 12, Kountze 3rd Addition, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from GI-General Industrial District to NBD-Neighborhood Business District (property is located within the ACI Overlay District). AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located at 5810 South 42nd Street (northwest of 42nd and Y Streets); and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section I. In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lot 2, Corrigan OPS Addition, a subdivision in Douglas County, Nebraska is hereby rezoned to be included in and incorporated into the MCC-Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance. ORDINANCE NO. 42302
AN ORDINANCE authorizing the issuance of a purchase order to Arrow Towing of Omaha, Inc. for vehicle and equipment towing services to be utilized by Fleet Management for various City of Omaha operations effective for two years from date of passage of this ordinance; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account; and to provide an effective date hereof. Be IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The bid received from Arrow Towing of Omaha, Inc. on April 1, 2020, for a price agreement for towing services is the lowest and best bid and is approved. Section 2. That payments for the purchase of towing services provided under this purchase order, involving appropriations of more than one year, are authorized in accord with Section 5.17 of the Home Rule Charter of 1956, as amended. Section 3. That the payments for towing services shall be made according to actual usage from the General Fund 11111, Fleet Management Organization 116172. Section 4. That this Ordinance, being administrative in nature, shall take effect and be in full force upon date of its passage.

ORDINANCE NO. 42303
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and J Development Company, LLC, a Nebraska limited liability company, to implement the Furniture Row Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 119 North 72nd Street, which proposes the renovation of a one-story retail building for reuse as an indoor parking structure with 135 stalls, and new construction of 158 market-rate apartment units to be integrated into and partially on top of the existing building; the agreement authorizes the use of up to $2,861,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA; Section 1. The Mayor is hereby authorized to execute, and the City Clerk to attest, the attached Redevelopment Agreement between the City of Omaha and J Development Company, LLC, a Nebraska limited liability company, to authorize the use of up to $2,861,000.00, plus accrued interest, to offset TIF eligible costs such as site acquisition, site preparation work, the portion of hard construction costs attributable to rehabilitation of the existing building, architectural and engineering costs, and public improvements as required, for a project with total estimated costs of $19,120,550.00; including any other documents in connection with the Redevelopment Agreement necessary or appropriate to consummate the loan.
Section 2. Said Redevelopment Agreement contains obligations undertaken pursuant to the Nebraska Community Development Law and Sections 18-214 7 through 18-2150; and, are not otherwise obligations of the City of Omaha. Section 3. This Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

ORDINANCE NO. 42304
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and KindAir at the Benson Theatre, a non-profit corporation to implement the Benson Theatre Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 6054 Maple Street, which proposes to fully renovate of the 6,487 square foot building as a single use space for public assembly, while preserving the original theater stage; the agreement authorizes the use of up to $400,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA; Section 1. The Mayor is hereby authorized to execute, and the City Clerk to attest, the attached Redevelopment Agreement between the City of Omaha and KindAir at the Benson Theatre, a non-profit corporation to authorize the use of up to $400,000.00, plus accrued interest, to offset TIF eligible costs such as acquisition, building rehabilitation, architectural and engineering costs, and public improvements as required, for a project with total estimated costs of $3,377,379.00.00; including any other documents in connection with the Redevelopment Agreement necessary or appropriate to consummate the loan. Section 2. Said Redevelopment Agreement contains obligations undertaken pursuant to the Nebraska Community Development Law and Sections 18-2147 through 18-2150; and, are not otherwise obligations of the City of Omaha. Section 3. This Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

ORDINANCE NO. 42305
AN ORDINANCE to accept the bid from Midwest Security Enterprises, LLC dba Signal 88 Security of Omaha, to provide security services at various Omaha Public Library facilities, in accordance with the lowest bid meeting specifications, for an estimated annual cost of $272,400.04, for a period of two (2) years from the date of Notice to Proceed from Omaha Public Library, with an option to extend the contract for two (2) additional one (1)-year periods; and, to provide for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, in accordance with Section 5.17 of the City of Omaha Home Rule Charter, the bid of Midwest Security Enterprises, LLC dba Signal 88 Security of Omaha, in the annual amount of approximately $272,400.04, to provide regular security services at W. Dale Clark Main Library, Charles B. Washington Branch, Benson Branch, Milton R. Abrahams Branch, and Millard Branch; and to provide security services as requested at Bess Johnson Elkhorn Branch, Florence Branch, A.V. Sorensen Branch, W. Clarke Swanson Branch, and Willa Cather Branch, for a period of two (2) years from the date of Notice to Proceed from Omaha Public Library, subject to approval by the City Council and subsequent award of a purchase order by the Purchasing Agent, with Notice to Proceed being given within 14 days of commencement of services, is hereby accepted. Section 2. That, the bid price, terms, and conditions, of which are on file in the City Clerk’s Office, shall be firm for the two (2)-year term. Midwest Security Enterprises, LLC dba Signal 88 Security of Omaha has on file a current Annual Contract Compliance Report Form (CC-1). As per City Policy, the Human Rights and Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. Section 3. That, the Finance Director is authorized to pay for such services from the following: 2020 General Fund 11111, Object 42239, Organizations 117026 W. Dale Clark Main Library ($50,498.26), 117021 Charles B. Washington Branch ($57,985.08), 117031 Benson Branch ($20,175.99), for a total amount of $128,659.35 (security removed from Milton R. Abrahams Branch Millard Branch for the remainder of 2020 per budget discussions); 2021 General Fund 11111, Object 42239, Organizations 117026 W. Dale Clark Main Library ($75,026.02), 117021 Charles B. Washington Branch ($86,149.26), 117031 Benson Branch ($29,975.76), 117028 Milton R. Abrahams Branch ($43,471.50), and 117033 Millard Branch ($37,777.50), for a total amount of $272,400.04; and, 2022 General Fund 11111, Object 42239, Organizations 117026 W. Dale Clark Main Library ($24,527.74), 117021 Charles B. Washington Branch ($28,164.18), 117031 Benson Branch ($9,799.77), 117028 Milton R. Abrahams Branch ($14,211.84), and 117033 Millard Branch ($12,350.34), for a total amount of $89,053.86. Section 4. ORDINANCE NO. 42306
AN ORDINANCE approving the contract between Omaha Public Library and Unique Management Services, Inc., to provide for delinquent account collection and materials recovery services for Omaha Public Library, at an estimated cost of $45,000.00 annually, for a three (3)-year term, beginning August 1, 2020 through July 31, 2023, with the option of extending the contract for two additional one (1)-year terms at the sole option of Omaha Public Library; to authorize the Finance Department to make payments in an estimated amount of $45,000.00 per year to Unique Management Services, Inc. for the cost of such services; and, to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, in accordance with Section 5.17 of the City of Omaha Home Rule Charter, the contract with Unique Management Services, Inc., to provide delinquent account collection and materials recovery services, involving payments from appropriations of more than one (1) fiscal year, in accordance with Section 5.17 of the Home Rule Charter, for a three (3)-year term beginning August 1, 2020, or from the date of Notice to Proceed from Omaha Public Library, subject to approval by the City Council, with the option of extending the contract for two additional one (1)-year terms, is hereby approved. Section 2. That, the term of this contract shall be for a three (3)-year term beginning August 1, 2020, or from the date of Notice to Proceed from Omaha Public Library, subject to approval by the City Council, with the option of extending the contract for two additional one (1)-year terms, at the sole option of Omaha Public Library. The contract price will be firm for the length of the contract. Unique Management Services, Inc. has on file a current Annual Contract Compliance Report Form (CC-1). As per City Policy, the Human Rights and Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. Section 3. That, the Finance Director is authorized to pay for such services from the following: 2020 General Fund 11111, Organization 117013, Object 42239, for an estimated amount of $18,750.00; 2021 General Fund 11111, Organization 117013, Object 42239, for an estimated amount of $45,000.00; 2022 General Fund 11111, Organization 117013, Object 42239, for an estimated amount of $45,000.00; and, 2023 General Fund 11111, Organization 117013, Object 42239, for an estimated amount of $26,250.00. Section 4. That, this Ordinance, not being of legislative character, shall be in force and take effect immediately upon its date of passage.

ORDINANCE NO. 42307
AN ORDINANCE to accept the bid of MEC Corp. (Military Environmental & Construction Corp.) in the annual amount of $35,000.00, involving appropriations of more than one year as provided in Section 5.17 of the Home Rule Charter, of the City of Omaha, 1956, as amended; for the provision of gun range cleaning at the Omaha Police Department indoor gun range for a period of three years; with three additional one year options held by the City at the same price, to authorize the Finance Department to make payments from a specified account to MEC Corp. for the cost of gun range cleaning services in accordance with the specifications; and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the bid of MEC Corp. in the annual amount of 35,000.00 for the gun range cleaning services at the Omaha Police Department indoor gun range for a period of three years, with three one year options held by the City at the same price, which at the election of the Police Department, can be extended via Purchasing without further action by the City Council, is hereby accepted and the same hereby approved. Section 2. That the Finance Department is authorized to make payments to MEC Corp. for the cost of such services from the Omaha Police Department, General Fund 11111, Organization 113141 Fleet & Facilities, Account 42252 Contract Services. Section 3. That this Ordinance, not being of legislative character, shall be in force and take effect upon its passage.

ORDINANCE NO. 42308
AN ORDINANCE to approve the Douglas Sarpy Mutual Aid Interlocal Cooperation Agreement for an initial term of five (5) years with the law enforcement agencies in Sarpy County and Douglas County including the City of Bellevue Police Department, the City of La Vista Police Department, the City of Omaha Police Department, the City of Papillion Police Department, the City of Ralston Police Department, the City of Valley Police Department, the City of Waterloo Police Department, the City of Bennington Police Department, the Sarpy County Sheriff’s Department, and the Douglas County Sheriff’s Department for the creation of a system of mutual assistance; to provide and allow for the exercise of extraterritorial law enforcement authority in certain specified situations; and providing for an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City Council hereby approves as requested by the Mayor, the attached Douglas Sarpy Mutual Aid Interlocal Cooperation Agreement between the City of Omaha, the City of Bellevue, the City of La Vista, the City of Papillion, the City of Ralston, the City of Valley, the City of Waterloo, the City of Bennington, Sarpy County, and Douglas County with the initial term of said Agreement being a period of five (5) years from the date of execution to provide mutual aid, law enforcement assistance, and to provide for extraterritorial law enforcement authority in certain specified situations. Section 2. That the Ordinance being administrative in character shall be in full force and take effect immediately upon its passage.
