Douglas County Invitation to Bid on: Lab Balance Room HVAC Upgrades at DCHC (Re-Bid)

You are invited to bid on a combined contract, including general, mechanical, and electrical work for the Lab Balance Room HVAC Upgrades at the Douglas County Health Center Campus.

 Bids shall be on a Lump Sum basis for Base Bid and Alternate Bids as indicated on the Bidding Documents.

The Owner would like substantial completion of the project within 14 weeks from contract award including all accepted alternates. 

Anticipated award of contract and construction commencement date is September 17, 2020.

Douglas County will receive sealed bids until 11:00 am Central Time on Wednesday, September 2, 2020 at the LC1 Offices of the City Clerk, Omaha – Douglas Civic Center, 1819 Farnam St., Omaha, NE 68183-0011.  Bids received after this time will not be accepted.

A tour of the existing building and a pre-bid conference will be held at the building on August 26, 2020 at 10:00 am.  Interested parties are to meet by the Douglas County Health Center Main Lobby.  Location shown on cover sheet of drawings.  Bidders are encouraged to attend walkthrough.  At-tending parties must wear masks and follow all CDC social distancing requirements.

Any interpretation or corrections to contract documents arising from bid questions will be made by addendum only.

Douglas County Invitation to Bid on:     Renovation of DCHC Epidemiology Office and Call Center

Bid Opening Date/Time: Wednesday, September 2, 2020, at 11:00 A.M. CT

You are invited to bid on a combined contract, including general, mechanical, and electrical work, for the renovation of the existing Epidemiology office and Call Center COVID-19 at the Douglas County Health Department located at 1111 S. 41st Street, Omaha, Nebraska.

Bids shall be on a Lump Sum basis.

Anticipated award of contract and construction commencement date is September 10, 2020.

Douglas County will receive sealed Bids until 11:00 a.m. local time on Wednesday, September 2, 2020, at the LC1 offices of the City Clerk, Omaha–Douglas Civic Center, 1819 Farnam Street, Omaha, NE 68183-0011. Bids received after this time will not be accepted. Bids will be opened at the regularly scheduled bid opening meeting in the Legislative Chambers after submission of bid on September 2, 2020. All parties are invited to attend.

A pre-bid walk-through of the space will not be scheduled. The spaces can be viewed by appointment by calling Douglas County Properties. Bidders are encouraged to attend walkthrough.  Attending parties must wear masks and follow all CDC social distancing requirements.

Any interpretation or corrections to Contract Documents arising from inquiries prior to bidding will be made by addendum only.

There will be a non-mandatory, pre-bid meeting on Wednesday, SEPTEMBER 9, 2020, at 10 A.M.  The meeting will be held at the project site at HAPPY HOLLOW TRAIL AT THE 300 BLOCK OF HAPPY HOLLOW BLVD.  Meeting will be held rain or shine.

General Contractor shall self-perform with its own workforce a minimum of thirty percent (30%) of the total cost of the Contract.  Purchasing of materials does not qualify as self-performing the Work.

As evidence of good faith and guarantee that contract will be entered into should award be made thereon, a bid bond or certified check in the amount of 5% of the bid must accompany bid.  The bid bond or certified check shall be made payable to the “City of Omaha”.  Failure to do so will be cause for rejection.  City reserves the right to accept or reject any or all bids in whole or in part, and the bidders shall have the right to appeal any decision to the City Council.

Douglas County will accept sealed bids on a combined Construction contract, including General Architectural, Structural, Mechanical, and Electrical work, from qualified Contractors for Douglas County, Nebraska on or before the bid opening date, as per the project specifications.

Materials to be incorporated into the complete project shall be purchased tax exempt in the name of the Owner, and the Bidder shall exclude from his Bid all Sate of Nebraska and Local Options Sales and Use Tax for such materials in accordance with the General and Supplementary Conditions of the Contract for Construction.

All contractors submitting bids for the work are representing that they have carefully examined the site and building and are familiar with all conditions that may affect the Work under the Contract.  A non-mandatory pre-bid meeting is scheduled for Tuesday, August 18, 2020 at 1:30 p.m. at the Douglas County West Law Enforcement Center, 3601 North 156th Street, Omaha, Nebraska.  Bidders are strongly encouraged to attend the pre-bid meeting.

Questions and substitution requests must be submitted via email to bidquestions@douglascounty-ne.gov no later than Wednesday, August 19, 2020 at 4:00 p.m.  Answers to questions will be posted via addendum no later than Friday, August 21, 2020.

A refundable deposit of $50.00 or a Builder’s Card will be required.  Make deposit checks payable to the Owner.  Documents must be returned complete and in “like new” condition to obtain a refund.   Plans must be returned within 10 days after bid date.  After 10 days, the deposit will be forfeited.  One reminder phone call will be placed before deposit is forfeited.

Checks for Shipping and Handling should be made out to A&D Technical Supply. Plans may also be purchased on a CD at a non-refundable cost of $25.00. The CD will contain the entire set of drawings and specifications in PDF format.
