NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in Conference Room 702, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, December 19, 2023, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on December 19, 2023, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance approving a Professional Services Agreement between the City of Omaha and Q-Free America, Inc. for the continued traffic signal controller software support and deployment services on OPW 54604, being the Traffic Signal Controller Hardware and Software Project, effective for an initial term of two (2) years with options to extend for three (3) additional two (2) year terms; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments according to actual usage, at an estimated first year cost of $167,853.80, from specific accounts.
An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Kensington Park, for the property located northwest of 204th and Q Streets, to allow Auto Repair Services use on Lot 1, Replat 1, and General Retail Sales use on Lot 2, Replat 1 and Lot 14.
An ordinance to amend Section 6-105 of the Omaha Municipal Code to increase the annual fee to license dogs and cats by $1.25 on January 1, 2024 and to increase the annual fee to license dogs and cats by an additional $1.00 on January 1, 2026; to amend Section 6-27 of the Omaha Municipal Code to increase the nondomestic animal removal fee for the second and third removal in a calendar year to $15.00 and to increase the nondomestic animal removal fee for subsequent removals after the third removal to $50.00.
An ordinance to approve exercising both one-year options in an Agreement between the City of Omaha and I/O Solutions for services involving the payment of money from appropriations in more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to Industrial/Organization Solutions, Inc. for completing Police and Fire Department entry level and promotional testing for the first option year (2024) at an anticipated cost of $294,000.00 and for the second option year (2025) at an anticipated cost of $420,000.00.
An ordinance to approve Schedule A – I-9 Management Advanced Services to a Universal Services Agreement between the City of Omaha and Equifax Workforce Solutions LLC, to assist in compliance in the Immigration Reform and Control Act of 1986, as amended, at an annual cost of $7,184.00 per year for a three-year term; such funds to be paid from General Fund 11111, Human Resources Org. 105011, and Account 42239 (Professional Fees).
An ordinance to approve Schedule A – Unemployment Cost Management Service to a Universal Services Agreement between the City of Omaha and Equifax Workforce Solutions LLC, to assist with unemployment cost control services, at an in initial annual cost of $4,615.00 per year for a three-year term, with the fee increasing five percent (5%) per year; such funds to be paid from General Fund 11111, Human Resources Org. 109014, and Account 42239 (Professional Fees).
An ordinance in accordance with Section 5.10 of the Home Rule Charter of the City of Omaha, 1956, as amended, to transfer $7,635,218.00 in unencumbered appropriations in the 2024 Budget of the City of Omaha from the Wage Adjustment account to the City Police Department, amending Ordinance 43592 previously adopted on November 7, 2023 and replacing it with the following Ordinance; and to fix the effective date hereof to be immediately upon passage in accordance with Section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended.
An ordinance to approve the creation of an inland port authority, pursuant to Neb. Rev. Stat. §§13-3301 to 13-3313, the Municipal Inland Port Authority Act; to establish the boundaries of an inland port district; to provide for the powers and administration of an inland port authority and its dissolution; and providing for an effective date.
