I. Call Meeting to Order- President Allyson Slobotski called the meeting to order at 6:00 p.m., noting the Open Meetings Act was posted on the south wall of the Board Room.
II. Public Forum- Two members of the public were present to speak.
III. Consent Agenda- Items on the consent agenda are considered routine and will be enacted under one motion. There will be no separate discussion of these items at the meeting unless a Board Member requests an item removed from the agenda for separate action.

Support Staff Hire: Tyler Morrison – outside maintenance/custodian, Angela Mumford – 6.5 hr cook at Stratford Elementary, Jeanette Chvala – 4 hr cook at Bennington Elementary, Jennifer Peterson – library paraprofessional at Heritage Elementary, Pete Butch – activity bus driver, Naziyabanu Mirza – 6.5 hr cook at Bennington High School, Certificated Staff Resignations: Jeff Pulverenti. V.A. Administrative Reports- Elementary - Craig Theis, Middle School - Lucas Apfelbeck, High School - Greg Lamberty, Student Services - Dan Bombeck, Operations - Matt Blomenkamp, CIA - Dee Hoge, Superintendent - Aaron Plas presented reports to the Board.
V.B. Committee Report(s)- Building/Finance and Curriculum Committee reviewed minutes from their previous meetings. The Policy Committee did not meet.
V.C. Coordinator Report- Technology- Dr. Dee Hoge presented the Board with information regarding recent and upcoming projects, equipment replacement timelines, Proofpoint, and DUO Multi-Factor Authentication.
V.D. Spotlight Report- English Language Learners- Mrs. Bouaphakeo and Mrs. Schonhoff presented the Board with information regarding ELPA. Twenty-five different languages are spoken in the District with 70 active students.

VII.A. Discuss, Consider, and Take Action on District Purchases- The Building/Finance Committee met on October 24th to discuss potential district purchases.

VII.B. Discuss, Consider, and Take Action on Curriculum and Personnel Proposals-
The Curriculum Committee met on November 8th to begin the process of determining which curriculum and personnel proposals to recommend for the 2024-25 school year. The following positions are being brought forward for approval: 2.0 Added Elementary Teachers, 5th at Heritage Elementary, 4th at Stratford Elementary, 3.0 Added HS Teachers, 1.0 Math, 1.0 Social Studies, 0.5 PE/Health, 0.5 FCS.
MOTION PASSED: Motion to accept the recommendations by the Curriculum Committee for 2024-25 curriculum and personnel proposals #1 and #38 as outlined in the November 8, 2023, Curriculum Committee Report and pending 2024-25 budget approval, passed with a motion by Steve Shannon and a second by Kristi Ryan. VII.C. Approve Early Graduation Request- One junior has requested to graduate early from Bennington High School. The student and their parents have met with Dr. Lamberty to discuss their request and requirements. This student has complied with all policies and regulations according to the secondary student handbook, and will have met graduation requirements provided they pass all coursework between now and the end of the semester.

VII.D. Review 2022-23 Audit Report- Eide Bailly has finished the audit of Bennington Public Schools for the fiscal year 2022-2023. Justin Hope was present to discuss some of the highlights of the audit.
VII.E. Set Tuition for Temporary Non-Resident Students
MOTION PASSED: Motion to set the Temporary Non-Resident Tuition for the 2023-2024 school year at $6,427.50 per semester as set out in policy #502.02, passed with a motion by Allyson Slobotski and a second by Kara Neuverth. VII.G. Review High School #2 Proposed Design and Information- Over the last month, the Building/Finance Committee and Curriculum Committee have both met to hear an initial proposal for High School #2. Feedback was received and implemented from each of these sub-committees. At the conclusion of those meetings, Dr. Blomenkamp and I were able to meet with eight different focus groups and receive feedback from school staff.
VII.H. Executive Session to Discuss Certificated Staff Negotiations and Pending Litigation
MOTION PASSED: Motion to enter into closed session at 8:16 p.m., for the purpose of holding a strategy session regarding collective bargaining as an executive session is clearly necessary for the protection of the public interest, passed with a motion by Allyson Slobotski and a second by Tim Dreessen.
