CITY OF RALSTON PUBLIC NOTICES 9/15/23

RALSTON CITY COUNCIL MEETING

Tuesday, August 15, 2023

 

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, August 15, 2023 at 5:30 PM at Ralston City Hall.  Roll was called with the following present: Mayor Groesser, Council members Krause, Brousek,  Kavanaugh, Preis, Kjar and Fideline Absent: None.

The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Daily Record.  Claims listed are approved and part of these minutes.

Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

The City Council reviewed the following items under the consent agenda. Approval of Regular Council Minutes from August 1, 2023 Council Meeting and Budget Work Session; Approval of Claims; Financial Statements – July 31, 2023; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda.   Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Freshman noted that they have issued permits to two fiber providers to start laying fiber infrastructure within the city limit.   Dittmer reported that the street panel replacement is ongoing.  The team continues to work on potholes and have recently started trimming trees located in the right of way.  Bohling gave an update on the budget. Leonardo reported they have extended the deadline for police officer laterals as there is a shortage of applicants. Hoppe discussed upcoming shows at the arena. Keller Taylor, Regional Vice President for Oak View Group, will be in town next week giving a presentation.  Hoppe reported the Tunes at the Granary Green  is Thursday with the band Taxi Driver. Groesser stated that the Shriners are having a parade in Ralston Saturday, September 2nd.  Hoppe reported that Lucas Billesbach with Embris Group has been working on water and sewer issues for us.  He has completed his analysis of the sewer line that was attached to the break near AAA.  The examination yielded that west of United Seeds the line is in decent shape.  Some work needs to be done, however, it is not as bad as originally anticipated.  Hoppe reported that he is working with Billesbach to go through the details.

Krause introduced Resolution 2023-08 Kelly read Resolution 2023-08 by title only:  A RESOLUTION AUTHORIZING THE SIGNING OF THE MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE FORM FOR 2023. Moved and seconded to approve Resolution 2023-08. Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Groesser  opened consideration of a tax exempt municipal lease agreement with NCL for the purpose of acquiring a New Envirosight RovverX Crawler System for $124,085.19.

Moved and seconded to approve a tax exempt municipal lease agreement with NCL for the purpose of acquiring a New Envirosight RovverX Crawler System for $124,085.19. Aye: Preis, Krause Kavanaugh, Brousek, Kjar and Fideline. Nay: None.  Absent:  None.   Motion carried.

Moved and seconded to approve appointment of Scott Nigro to the Community Redevelopment Authority (CRA) to fill Tom Kjar’s unexpired term. Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Groesser  opened consideration of engagement letter from FORVIS, LLP, CPA’s for Keno Audit for fiscal year ending September 30, 2024. Moved and seconded to approve the engagement letter from FORVIS, LLP, CPA’s for Keno Audit for fiscal year ending September 30, 2024. Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Moved and seconded to approve the engagement letter from FORVIS, LLP, CPA’s for City Audit for fiscal year ending September 30, 2023. Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Kjar introduced Resolution 2023-09 Kelly read Resolution 2023-09 by title only:  A RESOLUTION FOR FEDERAL ASSISTANCE FROM THE LAND AND WATER CONSERVATION FUND PROGRAM. Moved and  seconded to approve the following resolution. Aye: Preis, Kavanaugh, Brousek, Kjar, Krause and Fideline. Nay: None.  Absent:  None.   Motion carried.

Groesser  opened consideration of contract to purchase tasers and body cameras for the police department for $91,554.39. Moved and  seconded approval of contract to purchase tasers and body cameras for the police department for $91,554.39.  Aye: Preis, Krause Kavanaugh, Brousek, Kjar and Fideline. Nay: None.  Absent:  None.   Motion carried.

There being no further business to come before the Council, the meeting adjourned to the budget work session at 6:16 PM. The next meeting is Tuesday, September 5, 2023 at 5:30 PM.

BUDGET WORK SESSION

The Ralston City Council met in special session on Tuesday, August 15, 2023 at 6:16    PM at Ralston City Hall.   Roll was called with the following present:  Mayor Groesser, Council members Krause, Brousek,  Kavanaugh, Preis, Kjar and Fideline Absent: None.

The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Daily Record.

Mayor Groesser said the meeting is subject to the Nebraska Open Meetings Act and a copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Mayor Groesser said the purpose of this meeting is to discuss the 2023-2024 Fiscal Year Budget.  Bohling gave a summary of changes to the  2023-2024 Ralston City budget.   Some discussion took place regarding these changes.

There being no further business to come before the Council, the work session was adjourned at 6:28 PM.

Next regular City Council meeting will be held on Tuesday, September 5, 2023 at 5:30 P.M.
