Ralston City Council Meeting
Tuesday, July 18, 2023

The Ralston City Council met in regular session on Tuesday, July 18, 2023 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Krause, Brousek, Kavanaugh, Preis, Kjar and Fideline. Absent: None.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of Special and Regular Council Minutes from June 20, 2023 Council Meeting; Approval of Claims; Liberty First Credit Union Arena Financial Statements for period ending May 31, 2023; Financial Statements – June 30, 2023; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Krause, Preis, Kavanaugh, Brousek, Kjar and Fideline. Nay: None. Absent: None. Motion carried.
Freshman reported that JEO and FEMA have been in contact and will have an update soon regarding the LOMR-F for the arena. Dittmer distributed his monthly report. Leonardo gave the departments June traffic update. Peña reported on updated statistics for June.
Hoppe reported on upcoming shows at the arena stating that many are planned with high tickets sales. Roeder stated that new events were added to the Independence Day Celebration. Things went very well.
Groesser opened the public hearing to consider the liquor license application for Ralston Automotive, Inc DBA Ralston Standard Mart located at 7701 Main Street. Moved and seconded to approve the liquor license application for Ralston Automotive, Inc DBA Ralston Standard Mart located at 7701 Main Street. Aye: Brousek, Fideline, Kavanaugh, Krause, and Kjar. Abstain: Preis. Nay: None. Absent: None. Motion carried.
Groesser opened consideration of Nebraska Liquor Control Commission Manager Application for Cassandra Gerih, Kwik Shop. Moved and seconded to approve the Nebraska Liquor Control Commission Manager Application for Cassandra Gerih, Kwik Shop. Aye: Brousek, Fideline, Kavanaugh, Krause, Preis and Kjar. Nay: None. Absent: None. Motion carried.
Groesser opened the public hearing to consider adoption of the Ralston Parks Classification Standards. Hoppe went through the Parks Classification for Capital Improvement Planning July 12, 2023. Moved and seconded to adopt the Ralston Parks Classification Standards. Aye: Brousek, Fideline, Kavanaugh, Krause, Preis and Kjar. Nay: None. Absent: None. Motion carried.
Groesser opened the public hearing to consider adoption of the Ralston Parks Capital Improvement Program 2023-2029. Hoppe summarized the proposed Capital Improvement Projects for City of Ralston Parks and Trails FY 2022-2023 through FY 2030-2031. Moved and seconded to add an amendment to the CIP Improvement Program making clear that the CIP’s proposed changes for new amenities at Ralston Park such as a new shelter, hard courts for various sports, and other changes are being reviewed with three possible outcomes: The proposed changes will occur at Orval Smith Field; OR The proposed changes will occur at Pierson Field; OR The proposed changes will NOT occur and the funding will be spent on repair and replacement at Orval Smith and Pierson fields

Krause introduced Resolution Number 2023-06. Moved and seconded to approve Resolution Number 2023-06 regarding surplus property. Aye: Brousek, Kavanaugh, Krause, Preis, Kjar and Fideline. Nay: None Absent: None. Motion carried.
Public Comment: Michaela Valentin, Government & Community Relations Manager for OPPD introduced herself noting that her role is to work with local officials. Chloe Hamel introduced herself. She is a board member of the Millard Business Association. Hamel stated that the 10th Annual RIBSTOCK 2023 AND Lager Fest with the Nebraska Craft Brewers Guild is at the The Granary this Saturday from 4-11 p.m.
Council Comment: Kjar noted that the Nebraska Department of Transportation is getting ready to replace the 72nd and L street interchange, a major intersection that drives traffic to Ralston.
There being no further business to come before the Council, the meeting adjourned at 7:08 PM. The next meeting is Tuesday, August 1, 2023 at 5:30 PM.
