NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, October 25, 2022, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 25, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of paving of Ridgewood Ave and Poppleton Ave in the Loveland Addition, identified as OPW 54284; providing that the City negotiate with the property owners for temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance approving the Interlocal Agreement between the City of Omaha and Papio-Missouri River Natural Resource District (PMRNRD) regarding a cost-share involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Omaha is to participate with the PMRNRD on OPW 52487, known as the North Downtown Riverfront Pedestrian Connector Bridge Project through the year 2025, to authorize the Finance Department to receive a cost share from PMRNRD not to exceed a total of $750,000.00 in additional funding, according to the disbursement schedule contained within the Agreement.
An ordinance to amend the official records, logs, and plats of the City of Omaha by providing for the change in the street name for the following street in City Lots addition, a subdivision in Douglas County, Nebraska: The segment between 22nd Street and the terminus west of 24th Street.
An ordinance approving a bid award to Priority 1 Fitness in the total amount of $78,080.00 as provider for exercise maintenance and repair service for the Recreation Division of the Parks, Recreation and Public Property Department; for one (1) term, with the option to extend for up to three (3) separate, one (1) year term. Extensions of the contract shall be at the option of the City, exercised by the Parks, Recreation and Public Property Director or their representative. The Agreement will commence in December 2022, through December 2025, with authorization of annual payments as specified therein in the amount of $19,520.00 per year, for a total amount of $78,080.00. (The Finance Director of the City of Omaha is authorized to make payments in accordance therewith from the General Fund No. 11111 and Organization Nos. 115112 – Adams Community Center ($1,680.00), 115123 – A.V. Sorensen Community Center ($1,680.00), 115116 – Columbus Community Center ($3,200.00), 115125 – Common Ground Community Center ($6,400.00), 115117 – Florence Community Center ($1,680.00), 115121 – Montclair Community Center ($1,680.00), 115126 – Saddlebrook Community Center ($3,200.00).).
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2022 Project Safe Neighborhoods Grant Program, Award #15PBJA-22-GG-00801-GUNP, in the amount of $119,266.00, during the project period extending from October 1, 2022 to September 30, 2025; to implement the five core elements of PSN – partnerships, strategic planning and research integration, training and technical assistance, and accountability, data analysis, and data-informed efforts – to address specific gun crime and gang violence problems within the target district; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #15PBJA-22-GG-02068-JAGX, in the amount of $419,168.00, during the project period extending from October 1, 2021 to September 30, 2025; to provide law enforcement programs, prevention and education programs, prosecution and court programs, corrections and community corrections programs, mental health programs and crisis intervention teams, and planning, evaluation and technology improvement programs; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2022 Community-Based Violence Intervention and Prevention Initiative Grant Program, Award #15PBJA-22-GG-04731-CVIP, in the amount of $1,890,251.00, during the project period extending from October 1, 2022 to September 30, 2025; to expand ongoing, targeted violence intervention efforts that identify and serve individuals and groups (i.e., families) at high-risk of involvement in community violence, particularly retaliatory gun violence; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2022 Prosecuting Cold Cases Using DNA Grant Program, Award #15PBJA-22-GG-03130-DNAX, in the amount of $500,000.00, during the project period extending from October 1, 2022 to September 30, 2025; to provide funding to increase capacity to address and close violent crime cold cases; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice – Drug Enforcement Administration in the amount of at least $341,495.00, subject to adjustments in the Federal General Schedule (GS) in future years, during the project period of October 1, 2022 to September 30, 2026; to be utilized by the Omaha Police Department to reimburse overtime rate for all funded Task Force positions; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance authorizing and directing an issue of general obligation bonds of the City of Omaha, Nebraska in the aggregate principal amount of not to exceed $100,000,000.00 to be termed for identification purposes “Various Purpose Bonds, Series 2022”; prescribing the form of said bonds; authorizing the sale of said bonds by negotiation; directing the preparation of a transcript of proceedings authorizing the issuance, sale and delivery of said bonds; appointing a Paying Agent and Registrar; approving the selection of an underwriter; directing that said bonds shall initially be issued and registered in book entry form; providing for continuing disclosure; delegating authority to an Authorized Officer to determine the final prices, interest rates, principal amounts and redemption provisions for said bonds.
