NOTICE OF MEETING
NOTICE IS HEREBY GIVEN that a regular meeting of the Mayor and City Council of the City of Bellevue will be held at 6:00 P.M. on Tuesday, September 1, 2020, at the Bellevue City Hall, 1500 Wall Street, Bellevue, Nebraska.
The agenda for the regularly scheduled meeting, which is kept continually current, may be amended as permitted by law and shall be available for public inspection during normal business hours at the office of the City Clerk at City Hall beginning Wednesday, August 26, 2020, at 4:00 P.M., and is available on the Internet at www.bellevue.net.
Requests for any special accommodations must be placed with the City Clerk at least forty-eight hours prior to the time of the meeting.

A meeting of the Mayor and Council of the City of Bellevue was called to order by Mayor Rusty Hike, at Bellevue City Hall at 6:00 p.m. on August 18, 2020. Present were Council Members Bob Stinson, Paul Cook, Pat Shannon, Don Preister, Thomas Burns, and Kathy Welch.
Notice of this meeting was given in advance thereof by publication in the Gretna Guide “Omaha Daily Record” and posted in two public places, the designated method for giving notice, and was given to the Mayor and all members of the City Council. All proceedings hereafter were taken while the convened meeting was open to the public. Council President Preister announced that a copy of the Open Meetings Act is posted in the back of the City Council Chambers.
Mayor Hike led in the Pledge of Allegiance. Pastor Andrew Diorio, Midlands Baptist Church, 2407 Chandler East, Bellevue, gave the invocation.
The following items of business were considered:
1. Council unanimously approved the Agenda and the Consent Agenda which included the following: Acknowledge Receipt of the July 23, 2020 Planning Commission Minutes; Approval of the August 4, 2020 City Council Minutes; Approval of the Claims; and Approval of the applications for waiver of hunting Permits.
2. Council approved Ord. No. 4002: An Ordinance to amend section 29.5-1 through 29.5-25 of the Bellevue Municipal Code pertaining to the City Trees, as amended.
3. Council moved to table Ord. No. 4003: An Ordinance to amend the official zoning map of the City of Bellevue, Nebraska, as provided for by Article 3 of Ordinance No. 3619 by changing the zone classification of land located at or about Fort Crook Road and Fairview Road, more particularly described in Section 1 of the Ordinance and to provide an effective date, until September 15, 2020 per the applicant’s request.
4. Following the second reading Ord. No. 4004: An ordinance to amend the official zoning map of the City of Bellevue, Nebraska, as provided for by Article 3 of Ordinance No. 3619 by changing the zone classification of land located at or about 2221 Main Street, more particularly described in Section 1 of the ordinance and to provide an effective date, was open for public hearing. Mr. Tom Schumacher, was present as an attorney representative on behalf of Main Street Properties stating reasons why this property should not be rezoned. Two letters of opposition on the rezoning were also received from Mr. Raymond Pierce and Mr. Alan Langpaul. Mr. Michael Wills also spoke in opposition. No. 4005: An ordinance to adopt the budget statement to be termed the Annual Appropriations and Ord Bill; to appropriate sums for necessary expenses and liabilities; to provide for an effective date was read for the second time and opened for public hearing. Third and final reading on these ordinances will be held September 1st.
5. Following public hearing, Council approved the Fiscal Year 2021-2026 Capital Improvement Plan and the amended Fiscal Year 2019-2020 Public Works Capital Improvement Plan.
6. Council approved tabling Res. No. 2020-36 to the September 1st City Council meeting as the item was not ready. Council unanimously approved Res. No. 2020-37: and the Acquisition Services Agreement by the City Council and authorize the Mayor to sign Resolution 2020-37 and the Agreement between the City of Bellevue and Midwest Right of Way Services, Inc. not to exceed $227,475.00 for the 36th Street - Sheridan to Platteview, Urban Widening, Phase 2, MAPA-3733 (1), Control No. 22288 project.
7. Administrative Reports: The monthly report for August will be attached to the September 1st meeting.
8. There being no further business to come before the Council at this time, on motion duly made and seconded, at 7:34 p.m. the meeting adjourned.
