Notice is hereby given that the City Council of the City of Ralston, Nebraska at their regular meeting on August 17, 2021 passed and approved Ordinance No. 1291 in pamphlet form:

ORDINANCE NO. 1291

AN ORDINANCE AMENDING ARTICLE 8 OF CHAPTER 1 OF THE RALSTON MUNICIPAL CODE, ORDINANCES; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Ralston City Council

Budget Work Session

Tuesday, August 3, 2021

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in special session on Tuesday, August 3, 2021 at 5:43 PM at Ralston City Hall.   Roll was called with the following present: Mayor Groesser, and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record. 

Groesser said the meeting is subject to the Nebraska Open Meetings Act and a copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Groesser said the purpose of this meeting is to conduct the 2021-2022 Fiscal Year Budget Review.

Hoppe gave a presentation on the progress, challenges and opportunities with regard to the 2020-2021 Ralston City budget.  Hoppe presented information on the Ralston Arena progress. 

Hoppe presented information on the tax dollars at work.  The information demonstrates that despite the challenges, a large amount of tax dollars are going into Public Safety and Public Works. 

Bohling reviewed the schedule of capital projects and funding sources.  The projects are: the Police Department cruiser: the Fire Department self-contained breathing apparatus and fire truck; the Serum Avenue Trail Bridge, retaining walls and Pondarosa Trail; the Library Lighting project; the street projects and snow plow lease; and the arena sound and lighting replacement and utility savings project.

Bohling reviewed the summary of CIP projects.  Bohling reviewed the 2021-2022 budget summary which included non-union and union employee salary increases, health insurance, general fund revenues, administration, Police Department, Fire Department, Library, Public Works revenues and operating expenses, sewer fund, bond fund, TIF funds, CDBG funds, community development, Lottery fund and arena.

The work session was adjourned 6:46 PM.

Next regular City Council meeting will be held on Tuesday, August 17, 2021 at 5:30 PM. Next budget work session, if needed, will be held on immediately after the City Council meeting on Tuesday, August 17, 2021.

Regular Meeting

Tuesday, August 3, 2021

The Ralston City Council met in regular session on Tuesday, August 3, 2021 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Pastor Lynette Janssen, Ralston United Church of Christ, gave the invocation.  Mayor Groesser welcomed the press and guests.  Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Reviewed the following items under the consent agenda:  (1) Minutes from the July 20, 2021 regular city council meeting; (2) Claims; and (3) Department Head and/or Commission Reports.  Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Freshman reported Public Works has used over 30 tons of asphalt so far on Seymour Street from 79th to 83rd Streets.  Ficenec reported that item #5 under action items will not be considered at this meeting. 

Krajewski reported 2,200 people showed up for the Jo Koy event.  Upcoming arena events include: MMA event on August 14th; Theresa Caputo on September 26th; REO Speedwagon on October 12th; Nelly on October 20th; Styx on November 18th; Price is Right in December; another comedian was confirmed for February 2022; shows to confirm include one family show and eight concerts; and a rock concert for May 2023. 

Russell reported there were five more SDL’s issued as of August 3, 2021 for Bushwackers.  To date, Bushwackers has received a total of ten SDL’s.

Hoppe reminded everyone that Douglas County Commissioner Cavanaugh will be holding a meeting in the Ralston City Council chambers with regard to funding from the American Recovery Plan Act.  He encouraged all to attend.

Krause introduced Ordinance No. 1286.  Russell read Ordinance No. 1286 by title only:  AN ORDINANCE AMENDING ARTICLE 7 AND ARTICLE 8 OF CHAPTER 8 OF THE RALSTON MUNICIPAL CODE, TREES; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to approve Ordinance No. 1286 on third reading.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Brousek introduced Ordinance No. 1287.  Russell read Ordinance No. 1287 by title only: AN ORDINANCE AMENDING CHAPTER 9, ARTICLE XI OF THE RALSTON MUNICIPAL CODE TO ADOPT THE 2018 INTERNATIONAL SWIMMING POOL AND SPA CODE; TO REPEAL ALL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to approve Ordinance No. 1287 on third reading.  On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.
