NOTICE OF PUBLIC HEARING ON AN EXTREMELY BLIGHTED AREA (EBA) DESIGNATION
Notice is hereby given that the Omaha City Council has set Tuesday, September 21, 2021 at 2:00 p.m. as the date of Public Hearing on the Resolution approving an Extremely Blighted Area (EBA) Designation.
The general boundaries of the study area are as follows:
North Mary Street and Whitmore Street, and then south to Census block group 5901-1 with the following boundaries: 48th Street on the west, Pratt Street on the south, 40th Street on the east, and Ames Avenue on the north.
West 60th Street and 60th Avenue
South Northwest Drive to Boyd Street, Ruggles to Sprague Street, and Pratt Street
East 48th Street/47th Avenue south to Fort Street, then west to 52nd Street, then south to west on Ames Avenue to 40th Street south to Pratt Street; and Northwest Drive and Boyd Street
An EBA designation allows for state income tax credit for qualified homebuyers, special funding preferences to affordable housing developers, and a maximum of 20 years for the use of TIF for approved redevelopment projects. The City was approached by a development team to consider an EBA Designation for the former Wintergreen Apartment site and adjacent parcels. The developer plans to transform the area into an affordable, single-family housing development.
The study for this EBA designation calculated the average unemployment rate and average poverty rate of seven selected Census block groups. The average rate of poverty for the study area was 26.13%, which exceeds the 20% threshold. The average rate of unemployment within the study area was 7.46%, which exceeds the 6.68% threshold that is 200% of the state unemployment rate.
The Planning Board recommended approval of this Redevelopment Project Plan at the August 4, 2021 public hearing.

TIF loan proceeds will be used to offset eligible expenses such as acquisition, demolition, site preparation, architectural and engineering costs, and other public improvements as required, to include $35,000.00 of the TIF loan proceeds toward the Downtown Public Improvements Fund. The total estimated project costs are $34,663,437.00, but are subject to change as final costs come in.

Mary Plaza and Curtis Avenue
The redevelopment project plan proposes transforming the vacant, former Wintergreen Apartment site and additional adjacent vacant parcels to the south of that site into a new large, multi-generational, affordable housing redevelopment. A total of 87 single-family homes will be constructed in two phases.
The Planning Board recommended approval of this Redevelopment Project Plan at the August 4, 2021 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $3,440,000.00, plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, architectural and engineering, sidewalks, excavation, grading, demolition, lot clearing, and other public improvements as required. The total estimated project costs are $21,534,992.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.
