Special Meeting Minutes

Tuesday, September 7, 2021

The Ralston City Council met in special session on Tuesday, September 7, 2021 at 5:00 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Deacon Lonnie Dinneen, St. Gerald Catholic Church, gave the invocation.  Mayor Groesser welcomed the press and guests.  Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Kavanaugh introduced Ordinance No. 1293.  Russell read Ordinance No. 1293 by title only:  AN ORDINANCE CHANGING SEWER USE CHARGES BY AMENDMENT TO ORDINANCE NO. 439 AS AMENDED; PROVIDING FOR AN EFFECTIVE DATE AND REPEALING ALL PRIOR ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH.

Regular Meeting Minutes

The Ralston City Council met in regular session on Tuesday, September 7, 2021 at 5:34 PM after the special city council meeting at Ralston City Hall.  Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.

Reviewed the following items under the consent agenda: (1) Minutes from the August 17, 2021 regular City Council meeting; (2) Claims; (3) Arena Financial Statements for the period ending July 31, 2021; and (4) Department Head and/or Commission Reports.  Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Groesser thanked all department heads for the work on the budget this year.

Freshman reported the Public Works Department has used 230 tons of asphalt since January 6, 2021.  Peña introduced the new Youth Services Librarian, Sara Scott.  Eischeid reported on the FEMA grant received in the amount of $163,000 for the air pacs.  They were also awarded a Firehouse Subs grant for $20,000 for new computers for all their trucks.

Groesser opened discussion on the request by C’Sandra Steinmark to allow mini pigs within the City limits.  Krause said Steinmark made a very good presentation.  This is something that will need to be discussed to see if there is anything that can be done.  Groesser explained the process that if there was any interest among council members this item would be put on a future agenda for discussion and action.

Moved and seconded to approve the appointments of Jason Grob, Alexandria Stobbe, and Joshua Sexton as Police Officers at the salaries indicated.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Ficenec administered Oaths of Office to newly appointed Police Officers, Jason Grob, Alexandria Stobbe, and Joshua Sexton.

Kavanaugh introduced Resolution 2021-13.  Russell read Resolution 2021-13 by title only:  A RESOLUTION FOR THE LEAGUE ASSOCIATION OF RISK MANAGEMENT (LARM) PARTICIPATION DISCOUNT CONTRIBUTION PLAN.  Moved and seconded to approve Resolution 2021-13.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Public comment:   There was no public comment.

Council comment:  Brousek congratulated the new police officers and the Police Department.  He also thanked Chief Eischeid on getting the grant.  Fideline commented that the Fire Department Honor Guard will be naming four more fallen firefighters on October 9, 2021 at 11:00 AM at Koch Park.  Kavanaugh echoed Brousek’s comments about the Police Department and Fire Department and thanked all for their hard work.  He also thanked Freshman and the Public Works Department for all their work.  Sanchez continued the same sentiment.  He commented on the budget and seeing the numbers get better and better and the turnaround in the last few years.  Everyone in the City is doing a great job.  Groesser appreciates all the great comments from the City Council and he also appreciates all the hard work from the departments.  Krause urged everyone to attend the presentation by Congressman Don Bacon at the arena.
