The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, December 21, 2021.  The purpose of the public hearing is to consider the 2nd reading of Ordinance No. 1298, an ordinance amending the Ralston Municipal Code, regulation of mini-pigs. Public comments will be accepted.  An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

PUBLICATION OF ORDINANCE

Notice is hereby given that the City Council of the City of Ralston, Nebraska at their regular meeting on December 7, 2021 passed and approved Ordinance No. 1297 in pamphlet form:

ORDINANCE NO. 1297

AN ORDINANCE AMENDING CHAPTER 1, ARTICLE 9, SECTION 1-910 OF THE RALSTON MUNICIPAL CODE, ELECTIONS; WARDS; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Copies of the ordinance are available at the office of the City Clerk at City Hall, 5500 S. 77th Street, Ralston, NE  68127.

Ralston City Council

Regular Meeting Minutes

Tuesday, November 16, 2021

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, November 16, 2021 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, and Preis.  Council member Sanchez was absent.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Deacon Lonnie Dinneen, St. Gerald Catholic Church, gave the invocation.  Mayor Groesser welcomed the press and guests.  Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Reviewed the following items under the consent agenda:  (1) Minutes from the November 2, 2021 regular city council meeting; (2) Claims; (3) Monthly Financial Statements – October 2021; and (4) Department Head and/or Commission Reports.  Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Preis.  Nay:  None.  Absent:  Sanchez.  Motion carried.

Freshman reported he is working on some complaints received about some other apartment complexes.  Bohling reported the annual audit fieldwork began on Monday.  Bohling reported the preliminary numbers for the 779 turnback tax for the third quarter came in at $1,059,000, $167,000 higher than last year.  Bohling reported the final reports on the pension plan were received.  Leonardo reported on a parking issue problem that isn’t clearly defined in the City Code and he is working with Ficenec on an ordinance.  Leonardo commented on the accreditation process and the requirement that all police departments have to be accredited by 2023.   Krajewski reported on arena events.  Hoppe reported he and Groesser attended the AIM Institute dinner where Event Vesta was honored as start-up of the year.  Hoppe reported on the turnback tax,

Fire Chief Eischeid introduced the newly elected officers:  Assistant Chief Dakota Wilson, Training Chief, Josh Selvig, Rescue Chief Kim Eischeid, Fire Captain Brian Reyes, Training Captain Wayne Nuehofel, Rescue Captain Scott Green, and Eischeid was elected once again as Fire Chief. 

Eischeid presented the Fire Department Annual report. 

Groesser read a proclamation for #GivingTuesday402 in the City of Ralston.

Kavanaugh introduced Ordinance No. 1296.  Russell read Ordinance No. 1296 by title only:  AN ORDINANCE TO AMEND THE MASTER FEE SCHEDULE FOR THE CITY OF RALSTON, NEBRASKA, ESTABLISHED BY ORDINANCE NO. 1271; TO REPEAL ANY ORDINANCE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Russell indicated this ordinance amends the Master Fee Schedule passed in December 2020. 

Brousek introduced Resolution 2021-16.  Russell read Resolution 2021-16 by title only:  A RESOLUTION DECLARING CERTAIN PROPERTY SURPLUS AND PROVIDING FOR A METHOD OF SALE.  Moved and seconded to approve Resolution 2021-16.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Preis.  Nay:  None.  Absent:  Sanchez.  Motion carried.

Moved and seconded to approve the appointment of Kevin J. Eischeid as Fire Chief.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Preis.  Nay:  None.  Absent:  Sanchez.  Motion carried.

Moved and seconded to approve the appointment of Dakota Wilson as Assistant Fire Chief.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Preis.  Nay:  None.  Absent:  Sanchez.  Motion carried.

Moved and seconded to accept the resignation of City Clerk Rosie Russell.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Preis.  Nay:  None.  Absent:  Sanchez.  Motion carried.

Public comment:  There was no public comment.

Council comment:   Brousek thanked the Ralston Volunteer Fire Department for all they do for the community.  Kavanaugh congratulated the newly elected Ralston Volunteer Fire Department officers.  Krause thanked the Ralston Volunteer Fire Department.  Krause expressed his opinion on keeping this nation together as one and unity for all.  Groesser thanked Krause for his comments.  Groesser thanked the Fire Department and all the departments.  Groesser commented on the opportunity to meet with the Mayor of Gretna.

The meeting adjourned at 6:00 PM.

The next regular meeting is Tuesday, December 7, 2021 at 5:00 PM.
