ORDINANCE NO. 44085
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and The Duo Apartments, LLC, a Nebraska limited liability company, to implement the Central Park Plaza-The Duo Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 222 South 15th and 201 South 16th Streets, which proposes the conversion of the two existing towers into apartment units above the 16,000 sf of commercial space, and the new construction of a multifamily structure over a new city-owned parking structure at the 201 S. 16th Street site; the agreement authorizes the use of up to $26,449,080.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to amend sections 10-101, 10-103, 10-105, 10-107, 10-110, and 10-113 of Chapter 10, Article IV, Division 1 of the Omaha Municipal Code, and sections 10-141 and 10-144 of Chapter 10, Article V, Division 1 of the Omaha Municipal Code by increasing the threshold requiring public bidding on city contracts, and the threshold requiring approval of city contracts by resolution by the Omaha City Council, from $20,000 to $50,000, and to provide an effective date thereof. The City of Omaha electorate approved amendments to section 5.16 and 5.17 of the Home Rule Charter of the City of Omaha, increasing the aforementioned thresholds from $20,000 to $50,000, and corresponding amendments to the city code are required.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Millwork Parcel 5 Apts, LLC, and Smith Block, LLC, a Nebraska limited liability company, to implement the Frame Apartments and Millwork Hotel Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located northwest and southeast of 13th and Nicholas Streets, which provides for the redevelopment of two sites located on either side of Nicholas Street, within one block of each other. The Frame Apartments are a new construction five story apartment building with 149 units on the upper floors and 10,554 square feet of commercial space on the first floor. The Millwork Hotel involves the rehabilitation of an existing historic building for use as a boutique hotel with 135 rooms; the agreement authorizes the use of up to $10,297,186.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.
