Notice is hereby given that the City Council of the City of Omaha met on January 13, 2026 and passed and approved the following ordinances:

 

SPECIAL ORDINANCE NO. 10391

A SPECIAL ORDINANCE levying a special tax and assessment on all lots and pieces of real estate within Street Improvement District (SID) 2020-01 and Street Improvement Project (SIP) 2020-01A, in the City of Omaha, to cover the cost of constructing and improving Franklin Street, from North 91st Circle to North 93rd Street, and North 92nd Street from Franklin Street to Decatur Circle, in Portland cement concrete, and to provide an effective date hereof.

AN ORDINANCE to authorize the acceptance of the bid from Waste Connections of Nebraska, Inc., involving the payment of money from appropriations of more than one fiscal year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; for rubbish container service at various Omaha Police Department facilities in the annual bid amount of $27,564.00; and to provide the effective date hereof.

AN ORDINANCE to approve a Ground Lease between the City of Omaha, a municipal corporation, (“City”) and Siena Francis House, Inc., a Nebraska non-profit corporation (“Tenant”) for properties located at 1726 Nicholas Street, 1111 North 18th Street, 1115 North 18th Street, 1121 North 18th Street and 1125 North 18th Street; and provide for an effective date.

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on January 27, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance approving an Agreement between the City of Omaha, Nebraska and Beebe Seed Farms, Inc. of Dodge County in Nebraska, for a period ending December 31, 2026, with up to four (4) automatic one-year renewals; to provide for the terms and conditions under which Beebe Seed Farms, Inc. will receive and land apply stabilized biosolids according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions.

 

An ordinance approving an Agreement between the City of Omaha, Nebraska and Scot Thompson Farms, LLC of Douglas County in Nebraska, for a period ending December 31, 2026, with up to four (4) automatic one-year renewals; to provide for the terms and conditions under which Scot Thompson Farms, LLC will receive and land apply stabilized biosolids according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and El Toro Plaza, LLC, to implement the El Toro Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2405 Z Street, which proposes the construction of a new one story structure of about 32,800 gross square feet, including about 3,800 square feet of office space available, intended for tenants that provide professional services to small businesses. The remaining 29,000 square feet of building will be for warehousing and industrial tenants; the agreement authorizes the use of up to $867,358.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for 180th Plaza, for the property located at 18010 R Plaza, to add Indoor Sports and Recreation as a permitted use at 18010 R Plaza.

 

An ordinance to approve a services agreement between the City of Omaha and Meetings Database Institute for database support and intelligence services for the Omaha Convention and Visitors Bureau for the period of January 1, 2026 through December 31, 2026, with an option to extend for an additional one (1) 12-month period; in an amount not to exceed $49,800.00 per year; to authorize the payments specified therein.

 

An ordinance to accept the bid of Egan Supply Company to provide janitorial supplies for the Omaha Fire Department; the term of the agreement is for one year at a total cost of $49,202.76 with the City of Omaha having three one-year options to renew the agreement at no increase in cost; to provide and effective date hereof; to authorize the Mayor of the City of Omaha to execute any further agreement that may be necessary to implement such a bid; and for such sums to be paid from the appropriations for the Omaha Fire Department, Fund 11111, Organization 114562, Account 43221.

 

An ordinance to amend Chapter 46 entitled Fire Code, by adopting the 2024 Edition of the International Fire Code regulating and governing the safeguarding of life and property from fire and explosion hazards, providing the issuance of permits and the collection of fees; repealing Chapter 46 of the Omaha Municipal Code as heretofore existing.

PUBLIC HEARING NOTICE

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 6, 2026, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:

 

Class “C” Liquor License for Cortez Bar, LLC, dba “No Where Lounge”, located at 3502 Leavenworth Street.

 

Class “C” Liquor License for Family Fare, LLC, dba “Supermercado Nuestra Familia”, located at 2323 “L” Street.

 

Class “C” Liquor License for Wommeldorff Enterprises, LLC, dba “Very Important Pizza”, located at 2502 Farnam Street.

 

Anyone interested in these matters or desiring to give evidence in support of or in protest against the issuance of such license should be in attendance at this meeting.
