PUBLIC HEARING NOTICE

The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, March 1, 2022.  The purpose of the public hearing is to consider the 3rd reading of Ordinance No. 1300, an ordinance amending the Ralston Municipal Code, pertaining to parking time limits.  Public comments will be accepted.  An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Regular Meeting Minutes

Tuesday, February 1, 2022

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, February 1, 2022 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present:  Mayor Groesser and Council members Brousek, Kavanaugh,  Fideline and Pries. Council member Sanchez was present via Zoom and did not vote. Absent: Krause.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Pastor Tessa Zehring, Trinity United Methodist Church, gave the invocation.  Mayor   Groesser welcomed the press and guests.  Mayor Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

The City Council reviewed the following items under the consent agenda. Approval of Council Minutes from January 18, 2022 regular Council Meeting; Approval of Claims; Liberty First Credit Union Arena Financial Statements for period ending December 31, 2021; Department Head and/or Commission Reports   Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Kavanaugh, Preis, and Fideline. Nay: None. Absent: Krause and Sanchez. Motion carried.

Leonardo indicated that the Police Department is now full strength with fourteen total police officers.  The Police Department gives funds to different organizations and they recently gave $750.00 to Project Harmony which is a child advocacy center in Omaha.  The Police Department has been receiving complaints about parents picking up their children at Park Drive in front of the school.  Park Drive is a no stopping zone, however, there was no signage.  The school has assisted the Police Department and signage is now in place. Sargent Leifeld and Officer Brown have been awarded the Madd Hero award for 2021 as an adult enforcement team. The Douglas County Election Commission has indicated the Drop Box, located outside the Police Department, will be available starting next week through the May Election.

Krajewski reported on Arena events.   A few shows are sold out. Internal painting and Liberty First Credit Union signage will be happening thru the summer months.  Outside signage vendors have been selected by Liberty First Credit Union and will be completed by March 31st. 

Hoppe reported we are working on bringing in some new technology to the forefront.  The goal is to make the meetings more available to the public and the City Council chambers as functional as they can be.  

Mayor Groesser opened discussion of Baright Public Library Annual Report for 2021.   The library is convenient for the community and is one of the most visited buildings in Ralston.   2021 was the first year working with Ralston schools and Meadows Elementary to get all students signed up for library cards.  Computer sessions are highly utilized. The library website had 42,692 visits this past year.  One of the library goals for this coming year is to rebuild the website making it more user friendly.  Hot spots and chromebooks are offered by the library and greatly utilized.  The library offered 315 programs last year with 8,073 participants. Peña reported that 2,161 free lunches were served to kids this past summer.    The library will be celebrating their 100th year as a library in Ralston this coming May. Mayor Groesser asked about the hot spots available from the library and expressed what a great service this is to the community.  Peña responded that there are currently ten to fifteen hotspots available and they are looking at adding a few more.  Hoppe asked about e-book usage. Peña expressed that the library has seen a twenty percent usage increase and that this continues to grow.

Mayor Groesser opened consideration of the bid for the 2022 Ralston Street Patching. 

Moved and seconded to award the bid for the 2022 Ralston Street Patching to DYI Holding Company, LLC in the amount of $382,276.00.   On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Kavanaugh, Preis, and Fideline.  Nay: None. Absent: Krause and Sanchez.   Motion carried.

Public comment:  No Public Comment.

Council comment:  Kavanaugh congratulated the Library on a good year despite the challenges of Covid.  Mayor Groesser congratulated the Chief for being full staffed. 

There being no further business to come before the Council, the meeting adjourned at 6:09  P.M.
