PUBLIC HEARING NOTICE

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on November 18, 2025, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:

 

Class “C” Liquor License for FMMS, LLC, dba “The Clover Leaf House”, located at 1412 Howard Street.

 

Class “C” Liquor License for J. Gorat’s Deli & Market, LLC, dba “J. Gorat’s Deli & Market”, located at 1220 South 203rd Street.

 

Class “C” Liquor License for Nebraska Prime Co, LLC, dba “Tusseys Casual Grill”, located at 9229 Mormon Bridge Road, Suites 9-11.

 

Class “C” Liquor License for New Standard Hospitality, LLC, dba “Beacon Hills Aksarben”, located at 6750 Mercy Road, Suites 106-108.

 

Class “C” Liquor License for SJK Retail, LLC, dba “World Liquor”, located at 2219 North 90th Street, Suite 219.

ORDINANCE NO. 44436

AN ORDINANCE vacating an east-west alley from 28th Street to 29th Street, between R Street and Q Street, Omaha, Douglas County, Nebraska; and providing the effective date hereof.

ORDINANCE NO. 44437

AN ORDINANCE re-establishing the South Omaha Business Improvement District (BID No. 6880) under the authority of the Business Improvement District Act, Neb.Rev.Stat.§ 19-4105, et seq. for the purpose of providing specified activities, work and improvements in the City of Omaha, Nebraska; to create the South Omaha Business Improvement District; to define the boundaries of such District; to identify that the properties benefited by the streetscape improvements will be subject to special assessments in accordance with the South Omaha Business Improvement District Plan; to provide for special assessment in an approximate amount of up to $30,000 in year one for general maintenance and infrastructure improvement, landscaping, street clean-up, and promotion; to be imposed upon such District based upon the benefits conferred; to provide for the assessment of property specially benefited within the District; to provide a method of assessment to be assessed upon properties specially benefited by the District; and to provide the effective date hereof.

AN ORDINANCE (1) to approve an Agreement between the City of Omaha and Axon Enterprises, Inc., a Delaware corporation, for the lease of three (3) Axon Air Skydio X10 docks and associated software, training, warranty, maintenance, technical services in the amount of four hundred ninety-seven thousand, six hundred fifty-seven Dollars and thirty-four Cents ($497,657.34); and (2) to authorize funding for such agreement from a grant award by the City of Omaha Police Foundation, Inc., a Nebraska non-profit corporation; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter and, providing an effective date hereof.

AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of five-hundred fifteen thousand, three-hundred forty-eight Dollars ($515,348) from the City of Omaha Police Foundation, Inc., a Nebraska non-profit corporation; to add to the $1,456,116 award approved by City Council on August 26, 2025 (Ordinance #44369); to expand the Drone as First Responder program; and to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing an effective date hereof.

AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Department of Transportation-Highway Safety Office, Highway Safety Program Grant, Award #402-26-40, in the amount of one hundred and ten thousand dollars ($110,000), during the period of October 1, 2025 to September 30, 2026; to support selective enforcement overtime operations and educational presentations as part of the Project Night Life Expansion project; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charger; and, providing for the effective date thereof.

AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of four hundred sixty-one thousand, six hundred Dollars ($461,600) from the U.S. Department of Energy, Office of State and Community Energy Programs; to develop new programs to evaluate and prepare for needed infrastructure for electric vehicle (EV) adoption; address energy efficiency through training opportunities in building weatherization; and expand the city’s bikeshare program; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing an effective date hereof.

CITY OF OMAHA

AIR QUALITY CONTROL

NOTICE TO PUBLIC

 

Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of UNMC for a renewal of their air emission operating permit for the university hospital at 4315 Emile Street, Omaha. The potential emissions at this facility, in tons, will be: TSP 38.2, PM10 23.5, PM2.5 20.0, SOx 210.0, NOx 247.8, VOC 13.5, CO 146.9, Ammonia 8.7, Hexane 3.1, Arsenic 0.1, Chromium-6 0.1, Cobalt 0.1, Nickel 0.8, Lead 0.1 and CO2 equivalent 265,396.

No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.

All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from November 5, 2025 to December 5, 2025. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
