DOUGLAS COUNTY

NOTICE OF GENERAL ELECTION

 

Notice is hereby given that on Tuesday, the 5th of November, 2024 at the usual polling places in the election precincts of Douglas County, Nebraska, a general election will be held. The polls will be open from 8:00 a.m. to 8:00 p.m. Said election will be for electing candidates for various offices. All races will not appear on every general election ballot as the candidates are elected by specific subdivisions, districts, or wards. At the same time, constitutional amendments, referendums, and initiative measures will be voted upon by the voters of the State of Nebraska. The Secretary of State will publish a true copy of the title and text of the amendments, referendums, and initiatives once each week for three consecutive weeks preceding the election. The following is a list of all offices, candidates, and issues that will appear on the general ballots.

Charter Amendment 1

Shall Section 2.05 of the Home Rule Charter of the City of Omaha be amended to (1) provide that a city councilmember who is no longer a resident of the district that they were elected to represent forfeits their position; (2) provide that a city councilmember who is absent for four consecutive meetings without such absences being excused by the City Council forfeits their position; and (3) to insert a provision that allows the City Council to remove a city councilmember for violation of a code of conduct that is adopted by six members of the City Council after a public hearing for certain serious violations?

Charter Amendment 2

Shall Section 5.16 of the Home Rule Charter of the City of Omaha be amended to increase the monetary amount which requires public bidding from $20,000 to $50,000 to make it consistent with recent revisions to Section 5.17 of the Home Rule Charter that increased the threshold for when contracts need City Council approval?

$80,900,000 Street And Highway

Transportation Bonds

Shall the City of Omaha be authorized to issue and sell general obligation bonds in the amount of eighty million, nine hundred thousand and no/100 dollars ($80,900,000) for the purpose of providing funds for payment of the cost of streets, highways and bridges, the approximate cost to the taxpayers of the City of Omaha if this proposal is approved to be eighty million, nine hundred thousand and no/100 dollars ($80,900,000) plus interest payable on said bonds to be paid from the fund for principal and interest payments on the indebtedness of the City of Omaha as proposed in the notice of election which also provides that the approval of this bond issue will not incur any increases in the debt services tax levy rate of the City of Omaha over the levy increase approved in 2020?

$146,000,000 Public Facilities Bonds

Shall the City of Omaha be authorized to issue and sell general obligation bonds in the amount of one hundred forty-six million and no/100 dollars ($146,000,000) for the purpose of providing funds for payment of the cost of acquiring, constructing, improving, equipping and rehabilitating police buildings and facilities, fire stations, branch libraries, park maintenance facilities, auditorium support facilities, arena and convention center facilities, public works storage facilities and city wide building renovations and replacements and other public facilities of the City of Omaha, the approximate cost to the taxpayers of the City of Omaha if this proposal is approved to be one hundred forty-six million and no/100 dollars ($146,000,000) plus interest payable on said bonds to be paid from the fund for principal and interest payments on the indebtedness of the City of Omaha as proposed in the notice of election which also provides that the approval of this bond issue will not incur any increases in the debt services tax levy rate of the City of Omaha over the levy increase approved in 2020?

$10,000,000 Park & Recreation Bonds

Shall the City of Omaha be authorized to issue and sell general obligation bonds in the amount of ten million and no/100 dollars ($10,000,000) for the purpose of providing funds for payment of the cost of various park and recreation improvement projects of City of Omaha, the approximate cost to the taxpayers of the City of Omaha if this proposal is approved to be ten million and no/100 dollars ($10,000,000) plus interest payable on said bonds to be paid from the fund for principal and interest payments on the indebtedness of the City of Omaha as proposed in the notice of election which also provides that the approval of this bond issue will not incur any increases in the debt services tax levy rate of the City of Omaha over the levy increase approved in 2020?

$72,000,000 Street Preservation Bonds

Shall the City of Omaha be authorized to issue and sell general obligation bonds in the amount of seventy-two million and no/100 dollars ($72,000,000) for the purpose of providing funds for payment of the cost of streets, highways, including neighborhood, collector, and arterial streets in all seven (7) city council districts and bridges, the approximate cost to the taxpayers of the City of Omaha if this proposal is approved to be seventy-two million and no/100 dollars ($72,000,000) plus interest payable on said bonds to be paid from the fund for principal and interest payments on the indebtedness of the City of Omaha as proposed in the notice of election which also provides that the approval of this bond issue will not incur any increases in the debt services tax levy rate of the City of Omaha over the levy increase approved in 2020?

$14,500,000 Environment Sewer Bonds

Shall the City of Omaha be authorized to issue and sell general obligation bonds in the amount of fourteen million five hundred thousand and no/100 dollars ($14,500,000) for the purpose of providing funds for payment of the cost of constructing, reconstructing, improving, extending and equipping of storm sewers and drainage, channel stabilization, or any other sewer construction for the Missouri River flood control system, the approximate cost to the taxpayers of the City of Omaha if this proposal is approved to be fourteen million five hundred thousand and no/100 dollars ($14,500,000) plus interest payable on said bonds to be paid from the fund for principal and interest payments on the indebtedness of the City of Omaha as proposed in the notice of election which also provides that the approval of this bond issue will not incur any increases in the debt services tax levy rate of the City of Omaha over the levy increase approved in 2020?

 

Special City Of Omaha Election

Establishing A Good Life District

Economic Development Program

A vote “FOR” establishing a Good Life District Economic Development Program shall grant the City of Omaha the authority to create such programs which allow the use of revenue collected within a Good Life District, but does not permit the City to appropriate property taxes to such program or to appropriate local option sales and use tax or occupation tax sourced from outside the Good Life District to such Program.

 

A vote “AGAINST” will not allow the City to establish such program.

 

Shall the City of Omaha be authorized to establish a Good Life District Economic Development Program for any area within the City which is included in a Good Life District established pursuant to the Good Life Transformational Projects Act, and shall the City be authorized to appropriate the local sources of revenue collected within such Good Life District Program area, which may include local option sales and use taxes and occupation taxes, established pursuant to and as permitted by the Good Life District Economic Development Act?
