AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Omaha VA Medical Center to obtain a minor air emission construction permit for their hospital facility at 4101 Woolworth Avenue, Omaha. The potential emissions from this project in tons will be: TSP 0.00 PM10 0.00, PM2.5 0.00, SOx 0.00, NOx 1.03, VOC 0.00, and CO 0.09.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from February 12, 2020 to March 13, 2020. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application. Notice is hereby given that the City Council of the City of Omaha met on February 4, 2020 and passed and approved the ordinances entitled:
ORDINANCE NO. 42127
AN ORDINANCE (1) to approve a professional services agreement between the City of Omaha and Patrick Rowland in the amount of twenty-seven thousand dollars ($27,000); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2018 Violent Gang and Gun Crime Reduction Program (Project Safe Neighborhoods) Grant, Award #2018-GP-BX-0012; to provide funding for one (1) PSN Case Analyst; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the agreement between the City of Omaha and Patrick Rowland in the amount of twenty-seven thousand, dollars ($27,000), budgeted from the U.S Department of Justice, Office of Justice Programs, Bureau of Justice Assistance FY 2018 Violent Gang and Gun Crime Reduction Program (Project Safe Neighborhoods) Grant, Award #2018-GP-BX-0012 to provide funding for one (1) PSN Case Analyst, is hereby approved. Section 2. That, the agreement extends from January 6, 2020 to September 30, 2021, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, total expenditures as outlined in the attached agreement from such grant funds and involving appropriations of more than one year, are hereby approved and that the Finance Director is authorized to make payment in accordance therewith. Section 3. That there is no match with this grant award. Section 4. ORDINANCE NO. 42129
AN ORDINANCE to increase liquid volume pursuant to Section 40-251 of the Omaha Municipal Code to an existing Class “B” Flammable Liquids Storage District to a Class “A” Flammable Liquids Storage District known as District No. A-158 at 2550 East Locust Street, as requested by Daniel B. Owens of the Omaha Airport Authority for 2550 East Locust Street; and to provide the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That there be established, pursuant to Section 40-251 of the Omaha Municipal Code, an existing Class “B” Flammable Liquids Storage District to a Class “A” Flammable Liquids Storage District known as District No. A-158, located at 2550 East Locust Street, as requested by Daniel B. Owens of the Omaha Airport Authority, and as described in the attached legal description and shown on the plat plan attached hereto. Section 2. This Ordinance shall be in full force and take effect fifteen (15) days after the date of its passage.

ORDINANCE NO. 42126
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 1401 Jones, LLC, a Nebraska limited liability company, to implement the Hub 1401 Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1401 Jones Street, which proposes the rehabilitation of the 43,000 square-foot, two-story building for a mix of office and retail commercial uses; the agreement authorizes the use of up to $836,191.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA; Section 1. The Mayor is hereby authorized to execute, and the City Clerk to attest, the attached Redevelopment Agreement between the City of Omaha and 1401 Jones, LLC, a Nebraska limited liability company to authorize the use of up to $836,191.00, plus accrued interest, to offset TIF eligible costs such as acquisition, building rehabilitation, architectural and engineering costs, and public improvements as required, for a project with total estimated costs of $7,322,938.00; including any other documents in connection with the Redevelopment Agreement necessary or appropriate to consummate the loan. Section 2. Said Redevelopment Agreement contains obligations undertaken pursuant to the Nebraska Community Development Law and Sections 18-2147 through 18-2150; and, are not otherwise obligations of the City of Omaha. Section 3. This Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

AN ORDINANCE to approve the Collective Bargaining Agreement between the City of Omaha and the Professional Firefighters Association of Omaha, Local No. 385; AFL-CIO-CLC for the payroll years for 2019, 2020, 2021, 2022, and 2023; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the bargaining unit described in Article 1, Section 1, of said Collective Bargaining Agreement; and to provide the effective date thereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the Collective Bargaining Agreement between the City of Omaha and Professional Firefighters Association of Omaha, Local No. 385; AFL-CIO-CLC for the payroll years for 2019, 2020, 2021, 2022, and 2023 is hereby approved. A copy of said Collective Bargaining Agreement negotiated and agreed to between the parties is attached hereto and by this reference made a part hereof. Section 2. Any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the bargaining unit described in Article 1, Section 1 of said Collective Bargaining Agreement. Section 3. This Ordinance, being legislative in character, shall take full force and effect fifteen days after its approval.
